Note: This is currently a Child Protective Investigator position being reclassified to an Operations Review Specialist.
This is a high-level position responsible for supporting regional operations related to post-permanency services. The role serves as a subject matter expert (SME) in behavioral and mental health placement services available to youth and families served through the Partnerships & Prevention team. The ideal candidate will possess knowledge in behavioral health and child welfare, particularly in the continuum of prevention and ongoing service delivery.
Under the guidance of the Manager of Interagency Partnerships, this position will include active engagement with performance metrics and outcome measures aligned with federal and state laws, as well as recognized best practices within the out of home placement array. The role will also apply change management strategies to promote a culture of innovation and performance improvement. Collaboration with regional internal and external partners, the assigned Contract Manager(s), Policy team, the Quality team and the training team will be essential in identifying and addressing service gaps.
Serves as the subject matter expert and liaison for the Partnerships & Prevention team and Community Based Care Lead Agencies providing strategic guidance on all matters related to youth who have a recommendation for a behavior-based higher level of care.
This position is the primary point of contact for notifications of youth recommended for Behavioral Qualified Residential Treatment Program (BQRTP) and/or assessed but not recommended for a higher level of behavioral care as this position will support the Lead Agency in exploring how to meet the youth's needs.
Responsible for primary engagement with BQRTP providers for program fidelty to include performance monitoring and support. Assists in monitoring target populations for increased stability opportunities. Responsible for assisting in the review and resolution of constituent concerns related to BQRTP and Treatment Foster Care at the direction of management.
Actively participates in Local Review Teams (LRTs) and State Review Teams (SRT) involving youth recommended, already placed and/or likely to be recommended, for placement into a behavior based placement and/or for youth recommended to step down into a behavior based placement setting.
Acts as the Liaison with Community Based Care Lead Agencies and providers for youth with a high level of need.
Responsible to attend community events geared toward behavioral and mental health including, but not limited to, resource fairs, conferences and trainings.
Works closely with other team members to engage with behavioral placement providers and enhance stakeholder relationships.
Additional travel may be required and other duties as assigned.
A knowledge of the Florida Dependency Child Welfare system, including levels of care is required as well as a demonstrated working knowledge of a broad range of mental health and behavioral health interventions. The person in this position must have a strong understanding of child welfare practices, service coordination, and multi-disciplinary collaboration. They also must have excellent communication, documentation, and crisis management skills as well as possess critical thinking skills.
Adoption Competent training is required (if not currently Adoption Competent must complete the full training within 90 days).
