Your Specific Responsibilities:
The incumbent, an employee of the Florida Department of Health in Manatee represents the agency and its mission and values.

The incumbent is a part of the global public health organization and is expected to promote cooperation, courtesy and teamwork in a diverse environment.
Working under the direct supervision of a Health Services Supervisor, the incumbent serves in a developmental capacity, providing direct disease and public health awareness intervention activities under the auspices of the Sexually Transmitted Disease (STD Program), including but limited to Partner Services (PS), Epidemiological cases analysis and investigations, notification, counseling and referral services of individuals exposed or at-risk of infection from Chlamydia, Gonorrhea, HIV/AIDS, Syphilis and other bacterial, viral or biological agents. Direct guidance and instruction on work methods, procedures, and techniques are provided. All activities are performed observing federal, state, department and CHD Information Security and Confidentiality statutes, rules, regulations, policies, Technical Assistance Guidelines (TAGs) and Internal Operating Procedures (IOPs).
Program Specifics:
Provides PS to a variety of individuals infected with or at-risk of a STD's (as identified under duties and responsibilities above) to elicit partner and suspect information. Uses information for Epidemiological analysis to identify end of source and spread of cases related to the known infection (s).
Conducts field investigations to locate and provide Field Directed Therapy to individuals infected with Chlamydia/Gonorrhea and/or to refer individuals infected with or suspected to be at-risk of infection for STD's for counseling, medical evaluation and /or treatment. Draws blood and/or handles urine specimens, and sputum on patients potentially infected with communicable diseases such as Syphilis, Chlamydia, Gonorrhea, TB and HIV/AIDS.
Performs case management activities as directed in the process of discovering and/or identifying infected individuals. These activities will include but are not limited to: work prioritization and records documentation and management, clustering, HIV pre and posttest counseling, visual case analysis and epidemiological techniques, data entry and or other related activities.
When Assigned:
Provide Rapid HIV and Syphilis testing to inmates in Manatee County Correctional facilities. HIV test results will be provided to the inmates within 24 hrs. after receiving the test. In collaboration with the Correctional Medical Authority, performs pre and posttest counseling for confidential Rapid HIV testing clients.
Provides technical assistance to DOC (Department of Corrections) staff on matters of HIV/AIDS and STD program services, planning and screening efforts. Communicates with physicians, clinic and laboratory personal to confirm diagnosis, treatment and laboratory results.
Communicates with and visits public and private clinics, clinicians, hospitals, laboratories and other health care providers to (1) Obtain demographic, medical or other specific client information including address, telephone number, place of employment, social security number, race, gender, date of birth, test results, diagnosis, treatment, etc. and or to arrange medical evaluations and treatments for a client, (2) Stimulate reporting of cases and or positive reactive test results in accordance with FL statutes and administrative rules, (3) Acquaint practitioners with current diagnostic and treatment guidelines, disease trends in reducing the rate of infection in the community.
Participates in clinical, community or impromptu screening activities and or community education and or targeted outreach programs by assisting in the identification, planning, and implementation along with performing venipuncture techniques. This activities will occurred before, during or after normal working hours and or weekends or holidays.
Completes required records and reports, including case management forms, laboratory request forms, travel reinvestment forms, HMS service codes, Employee Activity Reports (EAR's) etc.
In accordance with current CHD and STD program policies and or procedures.
Provides technical assistance not considered part of routine duties including but not limited to - Epidemiological assistance to other CHD's or program areas, public health awareness and emergency response situations.
Performs other duties as assigned.

Qualifications:
MINIMUM
+

Valid Florida driver's license or able to get one within 30 days of hire.
+

At least one year of client/patients interviewing experience to obtain relevant information.
+

At least two years of client/patient customer service experience
PREFERABLE

Phlebotomy training or certification
