Job Description - Parks and Environment Manager

Position Purpose


The Parks and Environment Manager is a professional employee who is responsible for the management of all Borough Parks including maintaining facilities, managing the Parks staff, implementing environmental programming, and coordinating as the liaison for the environmentally minded Boards and Commissions. This position also acts as the Grants Manager by performing a variety of tasks related to the management of Federal, State and Local Grants on behalf of Mechanicsburg Borough. They coordinate all efforts from identification to writing, submission and post-award reporting. This position will also coordinate efforts for the borough recycling, municipal stormwater (MS4) programs and act as the Floodplain Administrator.   This is an exempt, salaried position for purposes of FLSA, as well as any other applicable state and federal labor and employment laws and regulations.



Roles and Responsibilities


Parks, Recreation, and Environmental Services Management



  • Manage all Borough parks and their associated amenities including all services and activities of the Parks Department.

  • Manage and supervise the Borough Parks Crew including scheduling, task assignment, and labor distribution. Correct deficiencies and implement discipline and termination procedures as required.

  • Assist in the management of the Mechanicsburg Borough Community Pool and all required compliances including chemical treatment, amusement ride certification, Department of Agriculture food sales permits, and assist in identifying and facilitating infrastructure repairs.

  • Manage the maintenance of all parks and related facilities.

  • Participate in the negotiation, development, planning, design and implementation of related capital projects and improvements to park facilities.

  • Monitor and evaluate the efficiency and effectiveness of Department methods, procedures and programs; assess and monitor workloads, identify and implement opportunities for improvement, and review with the Borough Manager where appropriate.

  • Develop and implement Department policies and procedures and make revisions or recommendations as needed.

  • Assist with the management of all public Borough events in collaboration with other departments and Borough employees.

  • Manage and facilitate all elements in the Borough Climate Action Goals, sustainability initiatives, and environmental projects as identified in the Borough Comprehensive Plan.


Grants Management



  • Maintain a summary report of all active and prospective grants.

  • Identify and analyze new grant opportunities whether advertised on websites, brochures, standard mail, or word of mouth.

  • Provide written analysis and recommendations to the Borough Manager regarding pursuit of specific grant opportunities, their fiscal implications, related Borough projects, and grant program timelines.

  • Collaborate with a variety of Borough employees, departments, and other resources to draft fully compliant grant applications.

  • Manage the acceptance, progress reporting, grant funding, and program closeout for awarded grants. Coordinate any required meetings, inspections, and audits for grant awards.

  • Manage all grant-funded projects to ensure compliance with grant program funds and to remain within budget of awarded funding.

  • Manage all Borough grant initiatives including the Facade Improvement Grant and Borough Loan Program.


Waste and Recycling Coordinator



  • Manage the Borough recycling program and its associated annual grant.

  • Recommend and implement outreach programs to encourage more and better participation in the recycling program.

  • Coordinate and manage refuse and recycling hauling contract for the Borough.

  • Facilitate and coordinate Borough recycling events.

  • Act as Borough representative to the Cumberland County Solid Waste and Recycling Board.

  • Manage the Refuse and Recycling enterprise budget and generate any required budget materials.


MS4 Coordinator and Floodplain Administrator



  • Collaborate with staff and external specialists to perform 11 certification and reporting for the Pennsylvania MS4 program.

  • Identify and propose any related grant opportunities to improve the Borough MS4 position and required projects.

  • Collaborate with engineer and Borough Council to develop resolutions and regulations to comply with the Chesapeake Bay Pollutant Reduction Plan and the Pennsylvania Department of Environmental Protection permit regulations.

  • Prepare and submit the annual MS4 Stormwater Permit Report.

  • Coordinate all actions necessary to retain compliance with the Borough's MS4 permit.

  • Maintain the GIS stormwater mapping, data, and systems.

  • Manage the Stormwater budget and generate any required budget materials.


Public Outreach and Committee Liaison



  • Act as the Borough liaison for Council Boards and Committees including but not limited to the Environmental Advisory Council, the Shade Tree Commission and the Municipal Authority.

  • Generate meeting agendas and meeting minutes for Board and Committee meetings as required.

  • Manage the Shade Tree Commission Tree Permit application process.


Other



  • Complete reporting for all projects and duties within related Department Areas.

  • Present all projects, budgets, initiatives, and recommendations related to the duties of this position to Borough Council.

  • Perform all other duties as assigned.

All functions are essential in our resource constrained environment.



Knowledge, Skills, and Abilities


Knowledge of modern office methods, procedures, and equipment. Skill in operating a personal computer with experience in Microsoft Word and Excel, and other related software necessary to complete the required tasks.


Knowledge of principles and practices of research and data collection. Must be able to take the initiative to research data on a consistent basis.


Skill in interacting with many different constituencies. Ability to exercise good judgement, courtesy, and diplomacy in dealing with associates, peers, and the public.


Ability to establish and maintain professional working relationships with those contacted in the course of work.


Adapt to a changing environment and have the flexibility and ability to work effectively with the public and Borough employees and officials.


Ability to maintain and research files and records; and follow detailed instructions and perform multiple tasks simultaneously without immediate and constant supervision.


Ability to gather relevant information and effectively and professionally present the information to the public and Borough employees and other agencies in both written and verbal form.


Ability to work independently or in a team environment as needed.


Ability to communicate clearly and concisely in both verbal and written form. Must be able to communicate laws, policies, and procedures effectively to the public, often under adverse circumstances.


Ability to regularly report to the job at the assigned times and perform assigned duties.


Ability to coordinate meetings and conduct public presentations; attending evening meetings as required.


Ability to adhere to all Borough rules, regulations, policies, safety, and emergency procedures.


Ability to follow Borough safety and emergency procedures.



Physical Requirements


This job is mostly sedentary office work but does require walking and standing for extended periods of time. Working in all kinds of weather conditions and being able to lift 60-pound objects are necessary.



Minimum Education and Experience


Bachelor’s degree in environmental studies and two or more years’ experience in municipal environmental programming. Two or more years of experience in grants management.
