DEFINITION
To plan, supervise, assign and review the work of staff responsible for the maintenance of levee system, airport, cemeteries, parks, aquatic center and golf course; to oversee and participate in all work activities; and to perform a variety of technical tasks relative to assigned area of responsibility; and to provide highly responsible and complex technical support to the Parks Director.
SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Superintendent of Parks or Director of Public Works.
Exercises general and immediate supervision over supervisory, technical and maintenance staff.

Operations, services and activities performed by the Parks Department.
Principles of supervision and training.
Methods and techniques of construction, maintenance and repair related to the area of work assigned.
Operational characteristics of mechanical equipment and tools used in the area of work assigned.
Occupational hazards and standard safety practices.
English usage, spelling, grammar and punctuation.
Operations, services and activities of the city.
Pertinent Federal, State and Local laws, codes and regulations.
Ability to:
Plan, organize, direct and coordinate the work of lower level staff
Supervise, train and evaluate staff.
Lead and direct the operations, services and activities of the Parks Department.
Analyze problems, identify alternative solutions, project consequences of proposed actions and implement recommendations in support of goals.
Perform skilled maintenance, construction and repair work in the area of work assigned.
Operate a variety of vehicular and stationary mechanical equipment in a safe and effective manner.
Read and interpret maps and blueprints.
Supervise, organize and review the work of lower level staff.
Interpret and explain city policies and procedures.
Prepare clear and concise reports.
Communicate clearly and concisely, both orally and in writing.
Work independently.
Establish and maintain effective working relationships with those contacted in the course of work.
Calculate areas, volumes and weights.
Interpret and apply Federal, State and local policies, laws, and regulations.
Follow all safety rules and regulations of the Parks Department.
Maintain physical condition appropriate to the performance of assigned duties and responsibilities which may include the following:
-- walking, standing or sitting for extended periods of time
-- lifting and/or carrying heavy objects
-- performing manual labor
-- traveling to various work locations
-- climbing ladders to work on signs or equipment
-- bending, stooping and kneeling for extended periods of time.
Maintain effective audio-visual discrimination and perception needed for:
-- making observations
-- communicating with others
-- reading and writing
-- evaluating status of vehicles and equipment
-- operating assigned equipment and vehicles
-- answering questions
-- speaking in a clear and audible voice
-- supervising crew members
-- traveling to various work locations
-- evaluating the performance of mechanical and electrical machinery and hand tools
-- monitoring assigned activities and operations.
Maintain mental capacity which permits:
-- making sound decisions and using good judgment
-- communicating clearly
-- responding to questions
-- training crew members
-- estimating time and materials needed for projects
-- prioritizing and assigning work activities.
Ability to:
Effectively handle a work environment and conditions which involve:

-- potentially dangerous equipment and machinery.
Experience and Training Guidelines
Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be:
Experience:
Three years of increasingly responsible related work experience, including three years supervisory responsibility.
Training:
Equivalent to the completion of the twelfth grade.
License or Certificate
Possession of, or ability to obtain, an appropriate, valid Kansas commercial driver's license.
WORKING CONDITIONS
Environmental Conditions:
Field environment and office environment; travel from site to site; exposure to noise, dust, grease, smoke, fumes, gases, inclement weather conditions; work around heavy construction equipment, potentially hazardous equipment, office equipment and computer equipment.
Physical Conditions:
Essential and marginal functions may require maintaining physical condition necessary for lifting and carrying heavy objects; walking, standing, sitting for prolonged periods of time; climbing with both legs and arms; operating motorized equipment and vehicles.
