POSITION SUMMARY


Under general supervision of a Park & Facility Manager, the Park Maintenance Worker performs general and semi-skilled construction and maintenance tasks in and around District parks, buildings, and facilities in compliance with established maintenance and safety standards. The Park Maintenance Worker assists in and performs planning, coordination, and supervision of part-time park staff; and performs related work as required. 


 


ESSENTIAL DUTIES and RESPONSIBILITIES


Include, but are not limited to, the following:



  • Plans, evaluates, and coordinates maintenance requests from the Park & Facilities Manager, as well as other departments, ensuring District maintenance needs are met and facilities/events are prepared.

  • Cleans and maintains District grounds, facilities, playgrounds, restrooms, picnic areas, barbeque pits and maintenance shop according to established maintenance and safety standards. Picks up and disposes of debris and trash.

  • Performs work in construction, maintenance and repair including but not limited to the following: electrical, mechanical, gas and water, plumbing, concrete and asphalt work, roofing, painting, carpentry, welding, new construction or remodeling, landscaping, pest control, lawn maintenance, and plant and tree care.

  • Grades, backfills, and grooms athletic fields.

  • Cleans, repairs, and maintains fences, pathways, and parking lots.

  • Performs heavy physical labor including lifting and carrying heavy supplies and using shovels and other tools and equipment to dig holes, trenches, and ditches.

  • Assists in installing and maintaining irrigation systems.

  • Assists with District events as needed which may require working off hours and weekends.

  • Performs seasonal trimming of trees, removes broken or dangerous limbs from trees, fells and bucks dead or dying trees, cuts, and removes remaining debris, operates a woodchipper within all safety guidelines and trains other employees on safety guidelines.

  • May oversee a small crew assigned to assist in tree maintenance.

  • Updates and manages the District’s tree management program.

  • Cuts and hauls trees, shrubs, turf, and weeds. Rakes leaves and hoes planting beds. Plants, waters, prunes, fertilizes, aerates and performs other tasks related to the care of trees, shrubs, flowers and turf. Edges around walks, planting beds, walls, fences, and related grounds areas.

  • Assesses District’s needs and aids in identifying funding opportunities for additional tools and machinery to enable successful grounds and facilities management.


OTHER DUTIES and RESPONSIBILITIES


Include, but are not limited to, the following:



  • Provides direction to and supervises regular, temporary, and volunteer staff, including selecting, monitoring, training, scheduling and determining workloads; assists with hiring.

  • Assists in the development, recommendation and implementation of goals, objectives, policies, procedures and work standards for the assigned park area(s).

  • Enforces safety and operating procedures and provides for maintenance needs including compliance with health and safety codes and building codes.

  • Operates vehicles, tractors, trenchers, rototillers, chainsaws, hand tools, and other light to heavy equipment. Maintains vehicles and equipment on a regular basis in compliance with established maintenance standards.

  • Ensures that restrooms and District facilities are adequately stocked with supplies. Notifies Park & Facilities Manager when additional supplies are needed.

  • Answers questions and provides direction and information to the public regarding park ordinances, rules and regulations. Ensures that order is maintained in District parks and facilities, and reports injuries, accidents, vandalism, area misuse, and other undesirable activities to the appropriate authority.

  • May be responsible for routine inspection of District grounds, facilities, and/or playgrounds as assigned. Performs required maintenance or repairs to correct issues and documents actions taken. Reports problems and safety issues to Park & Facilities Manager.

  • Maintains written and/or digital records and completes reports as assigned.

  • Utilizes proper safety precautions and safety equipment related to all work performed.

  • Operates a computer to access email and intranet site for employee updates and work requests.

  • Communicates to interact effectively with co-workers, supervisors, subordinates, volunteers and the general public sufficient to convey information and to receive work direction.

  • Regular, predictable attendance is required.

  • Ability to get along and work effectively with others.

  • Performs other duties as assigned.


Supervisory Responsibilities         


This position may be tasked to supervise part-time, temporary and volunteer staff of the Fair Oaks Recreation & Park District. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities may include interviewing and training employees; planning, assigning, and directing work; addressing complaints and resolving problems.

QUALIFICATIONS

General:



  •  All applicants must be live scan fingerprinted and pass pre-employment background check, physical examination and drug screen.

  •  Must be at least eighteen (18) years of age prior to appointment due to hazards of the job.

Education and/or Experience:                                                    



  •  Any combination of education and experience equivalent to a high school diploma or GED, and at least one of the following:

  •  Two (2) year of experience in parks maintenance or related experience in semi-skilled construction field, and/or experience which provides the knowledge, skills and abilities required for the position, or

  •  One (1) year of experience in tree maintenance/arboriculture or related experience or equivalent training, and/or experience which provides the knowledge, skills and abilities required for the position.

  • Knowledge of techniques and equipment used in the maintenance of grounds and facilities.

  • Ability to clean, maintain, and repair vehicles, facilities and grounds.

  •  Ability to operate, maintain and repair hand and power tools and equipment used in the maintenance and repair of facilities and grounds.

  • Ability to follow safety practices and procedures related to the use of a variety of equipment, power tools and hand tools.

  • Knowledge of vehicle operation and safety.

  • Ability to perform heavy physical labor, such as lifting (up to 100 pounds), carrying heavy objects, using a shovel and other equipment to dig.

  •  Ability to climb a ladder and work at heights.

  •  Knowledge of the operation of a personal computer and office equipment.

  • Skill in diffusing user problems in parks and facilities through the use of effective communication skills.

  •  Ability to recognize and report hazards or safety issues in parks and facilities.

  • Ability to analyze problems, evaluate alternative solutions and recommend or implement effective courses of action.

  • Ability to accurately complete paperwork, including timesheets, reports and forms.


Language Skills:                                                    



  • Ability to read and comprehend simple instructions, short correspondence, and memos in English.

  • Ability to write simple correspondence.

  • Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization.


 


Mathematical Skills and reasoning ability:                                            



  • Ability to add and subtract two-digit numbers and to multiply and divide with 10's and 100's.

  • Ability to perform these operations using units of American money and weight measurement, volume, and distance.                                      

  •  Ability to apply common sense understanding to carry out detailed but uninvolved written or oral instructions.

  • Ability to deal with problems involving a few concrete variables in standardized situations.


Certificates, Licenses, Registrations:



  • Must possess and maintain a valid California class C driver’s license, proof of personal vehicle insurance and a satisfactory driving record are required.

  • American Red Cross certification (varies by program, First Aid and CPR certifications required). At the option of the appointing authority persons hired into this class may be required to either possess at entry or obtain within specified time limits designated licenses, certifications or specialized education and training relevant to the area of assignment.

  • Possession of International Society of Arboriculture (ISA) Certification is preferred.


Computer Skills:                                                   


To perform this job successfully, an individual should have knowledge of Adobe Acrobat, the Microsoft Office Suite of products and a familiarity with web-based applications. Knowledge of basic office equipment should include Internet and email, copy machines, cell phone and app use.

Works for prolonged periods of time in sun, heat, and inclement weather. Possible exposure to traffic and other potential hazards.


 


While performing the duties of this job, the employee is potentially exposed to fumes, dust, pesticides, and air contaminants which may cause eye and skin irritation, and is regularly exposed to noise, machinery, moving objects and other vehicles.


 


Work Environment:


The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. The noise level in the work environment is usually moderate to severe; ear protection is provided and mandatory when noise levels exceed safe thresholds.


 


Typically works outdoors in varied weather conditions with exposure to sun, heat and inclement weather. Possible exposure to traffic and other potential hazards. Regularly works inside and maintains District facilities. The incumbent may apply herbicides, insecticides and pesticides, cleaning and lubricating chemicals and ingredients which would expose the employee to fumes, dust, and air contaminants which may cause eye and skin irritation. The nature of the work also requires the incumbent to climb up ladders, ascend in bucket trucks, lifts or climb via rope in order to perform work at heights. May be assigned to work weekends, holidays and irregular hours based on District scheduling needs. May be assigned to work during emergencies, seasonally caused circumstances, or special projects and/or events in varying climate and temperature conditions.
