Job Summary
Having wide-ranging experience using concepts and organizational objectives to resolve the most complex issues with organization-wide impact. Works on complex issues with little or no precedent where analysis of situations or data requires an in-depth evaluation of variable factors. Exercises judgment in selecting methods, techniques, and evaluation criteria for obtaining results. Oversees the resolution of any irregular or sensitive problems. Internal and external contacts often pertain to organizational plans and objectives. Is considered a subject matter expert and is often recognized as an expert externally in the industry.

The UCSF Controller’s organization delivers full accounting services and related systems for faculty, staff, and students, the UCSF Foundation, all University departments, and any outside entities who have a business relationship with the University. Services provided include General Ledger, Capital and Cash Accounting, Payroll, Student Loan Billing and Collections, Sponsored Research Accounting, and a Customer Service Center. The office uses sophisticated technology to account for and report on UCSF's financial activity. The candidate should have a firm understanding of payroll accounting systems in a large and complex environment.
Payroll Services is a major unit of the Controller’s Office. The Controller’s Office utilizes various systems to collect, disburse, and report on funds. The payroll unit provides payroll collection and management for approximately 300 departments, as well as time and attendance and pay processing, systems management, payroll tax, and accounting services. The primary function includes the facilitation of timely payments to approximately 35,000 employees per month. The Payroll Operation unit within Payroll is responsible for ensuring employees are paid on time and accurately with our third-party vendor UCPath, matrix’s reporting, overpayment reporting, and payroll analysis.

Required Qualifications
Bachelor's degree in business, finance, and/or accounting, from an accredited agency or educational institution and/or equivalent experience/training.
7-10 years of relevant payroll experience
7-10 years of relevant progressive experience
Expert knowledge of all payroll processes, policies, and procedures; knowledge of organization-specific computer application programs.
Expert knowledge of organizational processes, and procedures, and possesses a complete understanding of organizational rules and regulations and assists others in understanding them.
Expert level judgment and decision-making skills; verbal, written, and active listening communication skills. Uses advanced interpersonal and service orientation skills in interactions with customers and colleagues. Advanced organizational skills and ability to multi-task.
Problem-solving; problem identification; reasoning skills; ability to develop original ideas to solve the most unique and complex problems, monitoring/assessing people, processes, or services, to make improvements.
Strong mathematical skills.
Strong social perceptiveness to be aware of others' reactions and understanding why they react as they do. Uses advanced skills in persuasion, leadership, and keen political acumen in interactions with clients, colleagues, and senior leadership.
Leadership skills to provide guidance, coaching, and mentoring to professional and support staff.
Advanced knowledge in several different pay structures, benefits plans, and levels as well as funding mechanisms for salaries, understanding and practical application of employment and labor laws as relates to payroll processing, e.g. Fair Labor Standards Act and Wage-Hour Law.
Advanced knowledge of Human Resources, Labor and Benefits policies, retirement plans, procedures and practices, and labor contracts.
Thorough knowledge of federal and state regulations about the areas of responsibility.
Intermediate knowledge of building and running ad hoc queries
Extensive knowledge of MS Word, Excel, and PowerPoint; ability to work well with a wide variety of people and an understanding of the practicalities of Payroll.
Excellent communication skills, both in person and on the telephone, to obtain and convey information to individuals at various organizational levels.
Preferred Qualifications
Expert project management skills
Working knowledge of University payroll Policies and Procedures, UCPath, PeopleSoft, HBS Timekeeping, BRIO, ServiceNow case management, and network systems.
