Position Summary
The Payroll Manager is responsible for processing and managing faculty and staff monthly payroll operations, ensuring accurate and timely payment processing while maintaining compliance with state and federal regulations.
Essential Job Duties
• Process and validate monthly payroll changes including new hires and terminations.
• Run and analyze time sheet reports and execute payroll processing steps.
• Upload payroll data to state systems and process federal payroll tax submissions.
• Manage benefit invoice processing and departmental payroll breakdowns.
• Generate and submit required monthly and quarterly reports including Voya, New Hires, and OMES-open books.
• Process quarterly state taxes and complete withholding wage tax submissions.
• Coordinate with various agencies for monthly deductions.
• Manage quarter-end closing procedures and leave update processes.
• Handle OTRS enrollment forms for new employees and employment verifications.
• Maintain accurate payroll documentation and records.
• Respond to payroll inquiries and resolve payroll-related issues.
• Other duties as assigned by Supervisor or designee.

Qualifications
• Bachelors in a business-related field and/or 5-7 years of Payroll Management experience at a company with 300+ employees.
• Previous payroll processing experience required
Licenses/Certifications
• None
Knowledge, Skills, and Abilities
• Proficient in payroll processing systems and procedures with strong attention to detail
• Advanced knowledge of Microsoft Excel and spreadsheet applications
• Strong understanding of state and federal payroll tax regulations and compliance requirements
• Excellent organizational skills with ability to manage multiple deadlines and priorities
• Demonstrated ability to maintain confidentiality of sensitive information
• Experience with ERP System
• Cross training, learn and process student payroll on a bi-annual timeframe
• Strong interpersonal and communication skills for effective interaction with employees and departments
• Ability to analyze and resolve complex payroll-related issues
• Proficient in various computer programs and web-based applications
• Must have a strong work ethic and lead by example
• Must be a professional, credible and respected representative of the institution internally and in the community
• Demonstrated willingness and ability to act ethically and socially responsible
• Ability to communicate in a courteous manner
