Job Description - Payroll Manager


Payroll Manager

FLSA Classification: Exempt

Department: Accounting

Reports to: Controller

EEO Classification: Administrative Support Workers

Summary/objective

We are seeking a dependable, detail-oriented, and service-minded Payroll Manager to join our team. This is a department-of-one role, responsible for managing and executing the full-cycle payroll process for approximately 130 employees across multiple locations and states. The ideal candidate will have deep expertise in payroll processing, strong knowledge of employment laws, and a passion for delivering excellent employee service.

Essential Functions

Payroll (Full-Cycle)


• Own and execute end-to-end payroll processing on a bi-weekly basis using Paylocity. Other third-party vendor experience is beneficial.

• Maintain and audit employee payroll records, including new hires, terminations, promotions, and compensation changes.

• Ensure compliance with federal, state, and local payroll, wage, and hour laws and best practices.

• Calculate and process special payments such as bonuses, retroactive pay, and final paychecks.

• Reconcile payroll prior to transmission and validate confirmed reports.

• Manage payroll tax filings and coordinate with third-party vendors as needed.

• Respond to employee inquiries regarding pay, deductions, and timekeeping.

• Process garnishments as needed.

• Generate and distribute payroll reports for Finance and HR leadership.

• Coordinate production and entry of journal entries to record payroll expense.

• Participate in efficiency planning and future integration of third-party payroll into financial system platform(s).

Reporting


• Prepare and file required reports such as 401(k) contributions, and workers’ compensation audits.

• Prepare the annual 401(k) census.

• In conjunction with third-party vendor, prepare the bi-weekly allocation of workers compensation.

• In conjunction with third-party vendors, audit and reconcile monthly benefit invoices.

• Participate in, and produce reporting as needed, for productivity reporting and analysis.

• Maintain confidentiality and security of employee payroll and benefits data.

Qualifications

Required
• 5+ years of experience in full-cycle payroll processing.

• Expertise with Paylocity payroll and HRIS systems.

• Strong understanding of payroll laws and regulations.

• High level of accuracy, attention to detail, and organizational skills.

• Excellent interpersonal and customer service skills.

Preferred
• Certified Payroll Professional (CPP) designation.

• Experience administering benefits in a multi-state environment.

• Familiarity with HR processes and employee lifecycle management.

Supervisory responsibilities: This position does not involve any direct supervisory responsibilities. 

Budgetary/Fiscal Responsibility: Responsible for using resources wisely to support cost-effective operations.

Compliance Responsibility: As an essential function, this position is responsible for complying with the Compliance Program as it applies to the individual job duties, the department, and the company. This position will exercise due diligence to prevent, detect, and report unlawful and/or unethical conduct by fellow co-workers, professional affiliates, and/or agents. 

Policy and Procedure Interpretation and Development: Responsible for complying with all company and clinical policies and procedures. Participates in audit process as requested to ensure compliance with policies and procedures. Maintains confidentiality of privileged information and supports the employee’s and patient’s right to privacy.

Work Environment/Schedule/Travel: Home office based. Monday through Friday. Travel to program sites as directed.

Requires sitting and standing associated with an office environment as well as stooping and bending to file and maintain orderliness, mobility to complete errands. Must be able to assess, evaluate, and respond to urgent issues in a timely, competent manner. Must be able to function with frequent interruptions, accept change and able to prioritize activities when faced with competing demands.
