The expected ENTRY pay range for this position based on experience and equity within the Judicial Branch is $22.09 to $24.19.

This position is non-exempt under the FLSA.

About the Position

As our Payroll Representative, you are a vital member of our Human Resources team that supports our Judicial Branch employees. You will be a resource for staff and management performing payroll and auditing functions for 600+ employees. Our most successful Payroll Representatives provide friendly customer service and have excellent attention to detail.

Position Qualifications

Education:

  • High School diploma or GED

Experience:

  • Three (3) years of responsible clerical and/or administrative experience, preferably payroll experience.  

OR

Combined education and experience qualifications:

  • Other combinations of education and/or experience may be considered in substitution for the minimum qualifications.

Our Preferred Candidate has:

  • Experience in Payroll, Financial, and Human Resources

Knowledge, Skills, and Abilities:

Knowledge of:

  • FLSA and Department of Labor standards 
  • Employee compensation and leave policies 
  • Microsoft Office software
  • Automated payroll processing systems such as Workday

Skill in:

  • Attention to detail 
  • Time management
  • Verbal and written communication 
  • Establishing and maintaining effective working relationships 

Ability to:

  • Interact effectively with staff and a diverse population at all levels within the organization 
  • Manage workload and meet required deadlines

  • Maintain confidentiality of data and information 

Essential Job Tasks

(This is not an all-inclusive list of all job duties that may be required; employees will be required to perform other related duties as assigned.)

  • Oversees payroll functions for assigned groups of approximately 600-700 employees for bi-weekly payroll. 
  • Reviews and audits each timecard. 
  • Researches and resolves discrepancies to ensure accuracy of time reporting and pay distribution is compliant with applicable laws and policies. 
  • Audits and calculates mileage, travel, and other reimbursements. 
  • Balances and reconciles payroll reports for assigned departments. 
  • Performs analysis of applicable leave and employee changes to ensure timecard accuracy. 
  • Responds to questions regarding payroll and advises staff on policies and procedures 
  • Collects necessary paperwork to ensure accurate documentation. 
  • Prepares various payroll reports for management utilizing Excel. 
  • Conducts payroll-related training as required. 
  • Maintains payroll files according to department procedures.

Working conditions: 

Office setting in a high volume, fast-paced environment with frequent interruptions. Requires working under constant deadlines and the ability to handle multiple, sometimes complicated tasks that require accuracy.  While performing the duties of this job, the employee is regularly required to speak clearly and hear; see details of objects that are less than a few feet away; sit for long periods of time; stand, walk, use hands to finger, handle, or feel; reach with hands and arms; and occasionally push, pull or lift up to 20 pounds.

Judicial Branch Human Resources reserves the right to move forward candidates based on the information provided directly on the application. The hiring authority will select the successful candidate based on departmental needs. 

Typically, successful candidates are hired at a salary rate up to the midpoint of the range, based on applicable experience, internal equity, and budgetary allowances. 

All Judicial Branch offers of employment and continued employment are contingent upon passing a thorough background and/or fingerprint check. Applicants must completely and fully answer any questions regarding felony and misdemeanor convictions including any convictions that have been expunged or set aside. Failure to include criminal history information is grounds for termination of an offer and employment. A conviction may not automatically disqualify an applicant. 

The Judicial Branch of Arizona in Maricopa County participates in the State Retirement systems ASRS or PSPRS. As such, mandatory membership for all full-time employees includes payroll deducted contributions consistent with each retirement system's requirements. The current contribution rate for ASRS is 12.27% and the current contribution rate for PSPRS is 5.84% and up for the defined contribution plan and 8.82% for the defined benefit plan. Judicial Branch facilities are located throughout Maricopa County.  This position may be reassigned to other locations.  Assignments will be made based upon the needs of the department.
