Summary
The primary purpose of this position is to assist the Occupancy Department and HCV Department with coordinating, managing and monitoring all facets of the application and briefing processes for all Project Based Voucher Waiting Lists and working as the Occupancy Department and HCV Department lead liaison in unison with all Project Based Voucher and Mixed Finance Organizations as well as other Housing Authority of the City of Pittsburgh (HACP) Departments including, but not limited to, the HACP’s Housing Choice Voucher Department and Occupancy Department.
All activities must support the Housing Authority of the City of Pittsburgh’s mission, strategic goals, and objectives.

Essential Duties and Responsibilities
The position duties and responsibilities listed below describe the general nature and scope of work. Other responsibilities, duties and skills may be required and assigned, as needed.
Assists Associate Director of Occupancy, HCV Director, Occupancy Manager and HCV Manager with coordinating, managing, and monitoring all department projects related to the Project Based Voucher Program.
Acts as lead liaison that works closely with all Project Based Voucher and Mixed Finance Organizations, as well as the HACP’s Housing Choice Voucher Department and Occupancy Department to ensure compliance with all aspects of tenant selection and voucher issuance.
Monitors vacancies and eligible applicant pools for all Project Based Voucher locations and works closely with their Management/Leasing Team to determine the number of files needed to send to these organizations for eligibility screening.
Works closely with the HACP Director, and other Management Staff, of the Housing Choice Voucher Program, Development Managers of the Modernization and Development Department, Associate Director of Occupancy and Occupancy Manager along with Project Based Voucher Organization Management Staff to ensure that all new Project Based Voucher Development Management Agreements/Plans, AHAP Contracts, HAP Contracts, Tenant Selection and Screening Criteria and all other relevant documents are completed accurately and submitted in a timely manner based upon scheduled deadline dates.
Schedules and Coordinates meetings between the HACP and all Project Based Voucher Community Management and Leasing Staff.
Conducts and/or participates in training for all Project Based Voucher Community Management and Leasing Staff.
Collaborates with the Department of Human Services and other organization’s service providers and advocacy groups.
Coordinates and monitors application processing for each specific Project Based Voucher Waiting List.
Composes and maintains Project Based Voucher manuals, training guides, correspondence, letters, memorandums, and reports for the HACP/Occupancy Department as directed by the Associate Director of Occupancy and HCV Director.
Responds appropriately to quality assurance reports regarding accurate and timely completion of audits and achievement of target to close out review.
Identifies affordable housing, works with landlords to secure units and acts as liaison between landlords and staff working with clients to secure housing - on an as-needed basis.
Attends internal and external meetings on an as-needed basis as determined by the Associate Director of Occupancy and HCV Director.
Prepares reports and updates databases.
Assists applicants with preparing required information and inquiries regarding applications on an as-needed basis.
Organizes workload according to existing procedure/s, with emphasis on specific detail and pertinence of information.
Operates various office equipment including printer, copier, and fax machine.
Performs other duties as assigned.
Monitor and track rent increases for Project Based Developments.
Monitor and track all Project Based Contracts
Update Listings of PBV Managers along with office staff, names, addresses, email addresses and phone numbers

Education and/or Experience
Bachelor’s Degree required and a minimum of 3 years professional experience in a Property Management setting, preferably with a Project Based Voucher organization or Housing Authority. An equivalent combination of education and experience may be considered. Must possess a valid Pennsylvania driver’s license and be insurable under the Authority’s plan.

Technical Skills
To perform this job successfully, the employee should have strong computer skills (MS Word, Excel, Access, and Outlook). Must have the ability to learn other computer software programs as required by assigned tasks.
