Personnel Specialist

Essential Functions

• Under general direction of the Human Resources Director, serves as Personnel Specialist for the Illinois Liquor Control Commission (ILCC).


• Serves as agency Hiring Officer.  


• Processes personnel transactions.


• Serves as Classifications Specialist.


• Serves as the Payroll Coordinator.


• Administers Master Timekeeping functions for the ILCC.


• Serves as Family and Medical Leave Act (FMLA), Leave of Absence (LOA) and Workmen’s Compensation Coordinator.  


• Conducts special projects regarding personnel-related issues.


• Serves as liaison to CMS regarding new hires, transactions, terminations, employee benefits, payroll, etc.


• Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.

Specialized Skills

• Requires extensive knowledge of the Personnel Code, Rules, Position Classification Plan, Pay Plan, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act and Civil Rights Act and guidelines derived therefrom; and departmental policies, procedures and processes.


• Requires experience with the State hiring processes.


• Requires experience with State payroll and timekeeping processes.

Minimum Qualifications

• Requires knowledge, skill, and mental development equivalent to completion of four years of college.


• Requires two years of professional human resources experience.

Preferred Qualifications

• Prefers extensive knowledge of the Personnel Codes, Rules, Position Classification Plans, Pay Plans, Collective Bargaining Contracts, Federal Merit Standards, Equal Employment Opportunity Act, and Civil Rights Act, and guidelines derived therefrom and related policies, procedures, and processes.


• Prefers experience with the State hiring processes or similar


• Prefers experience with State payroll and timekeeping processes or similar.


• Prefers two (2) years of professional experience working with the contractual hiring of employees covered by Collective Bargaining contracts, i.e., explaining contractual hiring processes, preparing and completing personnel hiring related forms, etc.


• Prefers two (2) years of experience using personnel related computerized database systems including the Systems, Applications, and Products (SAP) SuccessFactors Human Capital Management (HCM) Suite, or similar systems.


• Prefers two (2) years of professional experience with payroll systems including calculating salary increases, adjustments, overtime, etc.


• Prefers working knowledge of the Family and Medical Leave Act, Workers’ Compensation, and other leave of absences.


• Prefers (2) years of professional experience managing multiple projects from start to finish.


• Prefers one (1) year of professional experience articulating human resources information in descriptive terms to others not versed in the personnel field.

Conditions of Employment

• Requires the ability to pass a background check and self-disclosure of criminal history.


• Requires ability to travel in the performance of duties, with overnight stays as appropriate.


• Overtime is a condition of employment, and you may be requested or required/mandated to work overtime including scheduled, unscheduled, or last-minute overtime. This may require the ability to work evenings and weekends.


• Cannot have been convicted of any violation of any Federal or State law concerning the manufacture or sale of alcoholic liquor.


• This position prohibits convictions for driving under the influence (DUI).


• No Illinois Liquor Control Commission employee or immediate family member may, directly or indirectly, individually or as a member of a partnership, or as a shareholder of a corporation, have any interest whatsoever in the manufacture, sale or distribution of alcoholic liquor.


• No Illinois Liquor Control Commission employee or immediate family member may receive any compensation or profit from, nor have any interest in the purchases or sales made by the persons authorized (liquor license) or to purchase or to sell alcoholic liquor.


• This position requires the ability to lift and carry materials weighing up to 25 lbs. in the performance of duties.

The Illinois Liquor Control Commission (ILCC) protects the health and safety of the public through careful oversight of the manufacture, distribution, and sale of alcoholic beverages. As a regulatory agency, we handle all licensing, compliance, and enforcement issues. However, we also focus on public health and safety concerns, particularly preventing underage drinking. We provide industry education, guidelines on responsible selling and serving of alcohol, public service announcements and materials, teen awareness campaigns about alcohol use, and parental responsibility initiatives.
