Full Salary Range: $26.57 – $38.53 hourly 

Anticipated Hiring Range: $26.57 - $33.13 hourly

The City of Greeley in compliance with Colorado state law, includes a salary range for all positions posted.  This law is intended to improve wage transparency.  The City of Greeley, in support of wage transparency posts both the full salary range for each position (what you might anticipate your earnings could be if you work for the City of Greeley for some time), as well as the anticipated hiring range (the range within which the City anticipates making an offer).  The actual offer extended will be based on your years of relevant experience, education, certifications and potentially other factors.

Job Summary

The Planner I reviews and processes land use and zoning requests, and processes citizen and applicant inquiries. Planner I understands complex procedures, regulations, code requirements, and conducts site inspections associated with land development or use requests. In addition, the Planner I negotiates with applicants to seek solutions to issues or concerns. Planner I provides general support for on-call inquiries. 

 

Minimum Requirements

  • Bachelor's degree in planning or related field.

  • One (1) year of experience working in the public sector or for a municipality in planning.

  • AICP certification or ability to obtain in one (1) year.

OR 

  • Any combination of related education, experience, certifications and licenses that will result in a candidate successfully performing the essential functions of the job,

AND 

  • Possession of a valid driver’s license.

Preferred

  • Bilingual in English and Spanish.

  • ArcGIS or ArcGIS Urban experience.

  • Urban Design experience.

  • Specialized expertise in community engagement, project management, process improvement, digital engagement, or graphic communication.

  • Experience in permitting and development review processes. 

 

Knowledge, Skills and Abilities

  • Skill communicating using a telephone and in person

  • Skill with making presentations

  • Ability to work independently under general supervision

  • Ability to comprehend and make inferences from written material

  • Ability to handle a high workload, diverse demands, and diverse deadlines effectively

  • Ability to use a personal computer

  • Ability to travel and tour land-use sites

 

Essential Functions

  • Review and process land use and zoning requests

  • Receive citizen and applicant inquiries

  • Provide information by email, telephone and in person

  • Explain and understand complex procedures, regulations, and code requirements

  • Conduct site inspections associated with land development or use requests

  • Manage files for assigned current planning and other land use applications and requests

  • Negotiate with applicants to seek solutions to issues or concerns using individual judgment; 

  • Research and report on requests and special projects

  • Learn, apply, and communicate municipal code regulations

  • Evaluate land use requests

  • Prepare staff analysis and appropriate conclusions to each case handled

  • Produce written documents with clearly organized information

  • Support Planning Department staff in special projects

  • Complete permitting activities for compliance with Development Code.

  • Performs other duties as assigned

Travel

Category A-Standard Local Travel: This position requires occasional local travel within the County. Employees may be expected to walk or drive short distances to attend meetings, trainings, or perform work at other city buildings or partner sites. 

 

Work Environment and Physical Requirements

Work Environment

  • Employee is subject to working alone, with groups, and/or attending meetings

  • May be required to conduct business in alternate locations within City buildings or field sites, sometimes in formal settings

  • May be required to work extended hours in the evening, holidays, or weekends

  • Frequent interruptions and be required to manage competing priorities with inflexible deadlines

  • Frequent participation in meetings

  • Frequent contact occurs with employees and the public, in person and on the telephone

  • Frequently is required to sit and talk or hear customers

  • Ability to manage competing priorities with frequent interruptions and an expected high level of accuracy in work is expected

  • Work is safe to having minimal hazards that are typically found in a general office environment where there is rarely little or no exposure to injury or accident

Physical Requirements

  • Ability to sit, use hands to finger, handle, or feel, reach with hands and arms, and talk or hear

  • Ability to stand occasionally

  • Ability to travel to non-office land-use sites, as required
