Planner I - Current Planning - Area Plan - PAT IV

Incumbent serves as Planner I for the Area Plan Commission (APC) Current Planning Division, responsible for assisting the public regarding zoning and subdivision issues and providing support services to both the Area Plan Commission (APC) and the Board of Zoning Appeals (BZA).

Duties may include some or all of the following:

• Working directly with developers, contractors, architects, engineers, business and property owners, and residents throughout the development process.
• Coordinating plan reviews with Building Commission, County Surveyor, County Highway, and other County, Town or City departments.
• Managing land use petitions from application through public meetings.
• Preparing agendas, public notices, correspondence and meeting materials for the Area Plan Commission and the Area Board of Zoning Appeals.
• Researching zoning and subdivision regulations and preparing zoning compliance letters.
• Assisting with ordinance and comprehensive plan amendments as assigned.
• Serving as a resource to the public by providing technical guidance regarding planning, land use, architecture, site design, transportation, and development regulations.
• Evaluating projects for consistency with the Unified Zoning Ordinance (UZO), the Unified Subdivision Ordinance (USO), and the Comprehensive Plan. 
• Maintaining APC website content and public information.
• Assisting with project presentations before APC and ABZA.
• Performs related duties as assigned.

I. JOB REQUIREMENTS AND DIFFICULTY OF WORK:

• Baccalaureate Degree in planning or related area.
• Working knowledge of and ability to make practical application of department policies and procedures, and state and County ordinances regarding zoning, subdivision control, drainage/flood control, public environmental nuisances, transportation and land development.
• Working knowledge of County topography, and ability to read, interpret and explain zoning and subdivision control ordinances, property legal descriptions, plat and flood plain maps, and aerial photos.
• Ability to effectively communicate orally and in writing with co-workers, other County and City departments, APC/BZA and the public, including being sensitive to professional ethics, gender, cultural diversities and disabilities.
• Working knowledge of standard English grammar, spelling and punctuation, and ability to prepare correspondence, documents and reports, and properly operate a variety of standard office equipment, including computer, printer, telephone, and copier.
• Ability to understand and follow written and oral instructions and work alone and with others in a team environment with minimum supervision, often under time pressure.
• Ability to work on several tasks at the same time and complete assignments effectively amidst frequent distractions and interruptions.
• Ability to occasionally work extended hours, regularly work evening hours, and occasionally travel out of town for site inspections or professional development conferences.
• Possession of a valid driver's license and demonstrated safe driving record.

II. DIFFICULTY OF WORK

• Incumbent performs duties which are somewhat restricted in scope, involving several variables and considerations. Incumbent exercises independent judgement in applying ordinances to individual cases.

II. RESPONSIBILITY:

• Incumbent applies department policies and procedures and legal requirements to individual cases, referring unprecedented situations to supervisor. Decisions and work product are reviewed primarily for technical accuracy and compliance with precedent and the comprehensive plan. 

III. PERSONAL WORK RELATIONSHIPS:

• Incumbent maintains frequent contact with co-workers, other County and City departments, APC, BZA and the public, for purposes of exchanging information, and explaining/interpreting policies, procedures and codes.
• Incumbent reports directly to Assistant Director/Current Planning.

IV. PHYSICAL EFFORT AND WORK ENVIRONMENT:

• Incumbent performs a majority of duties in an office environment involving sitting and walking at will, close vision, hearing communication, handling/grasping/fingering objects and occasionally lifting/carrying objects weighing less than 25 pounds. Incumbent occasionally works extended hours, regularly works evening hours, and occasionally travels out of town for site inspections, but not overnight.
