03/04Provo City is hiring a full-time professional Plans Examiner to support the Building division of our Development Services department. This position is responsible for plans examination, field inspection, and code enforcement of residential, commercial, and other construction plans to ensure compliance with applicable adopted municipal and building codes. This position is highly complex and involves overall plan review duties and advises other Building Inspectors on complicated problems. What is the compensation package?
Pay Range: $35.83 - $49.39/Hr.

What are the main duties? (For the full classification specification, click here.)
Review residential, commercial, and industrial building plans, specifications, and structural calculations for compliance with applicable building codes, engineering standards, and municipal ordinances.
Evaluate mechanical, plumbing, electrical, and structural systems depicted in construction documents.
Conduct pre-plan approval conferences with architects, engineers, contractors, and property owners to resolve code compliance issues.
Approve plans and recommend required revisions to ensure conformance with applicable regulations and accepted construction practices.
Provide technical guidance and serve as a subject-matter resource to Inspectors on complex or non-routine projects, including training as assigned.
Review inspection reports, analyze complex compliance issues, and recommend corrective actions or enforcement measures.
Perform complex field inspections and follow-up investigations to verify structural integrity, material suitability, and compliance with approved plans.
Apply engineering principles to evaluate structural conditions, including damage resulting from fire, seismic events, or other hazards.
Respond to inquiries from the public and design professionals regarding building codes, permitting requirements, and plan review procedures.
Maintain required records and reports.
Perform related administrative and departmental support duties as assigned.
Requires occasional non-traditional working hours, usually during peak construction seasons.
What are the minimum requirements?
Bachelor’s degree in Construction Management, Engineering, Drafting, or closely related field OR an equivalent combination of job-related education, training, and/or experience [substituting each one (1) year of post-secondary education/training for six (6) months of experience].
Four (4) years of professional-level plans review experience, or comparable job-related experience
Valid, lawful Driver’s License.
Basic Computer Skills
ICC Combination Building Inspector (C8)
Experience with Bluebeam or similar review software.
ICC Plans Examiner (B3) Certificates preferred; must complete certification within 12 months of employment
ICC Combination Plans Examiner Designation (C3) preferred.
What is the selection process?
Applications will be reviewed in the order they are submitted, with the first screening being held on March 5, 2026. Applicants must meet the minimum qualifications listed above to be eligible for consideration.
If selected for hire, candidate will be required to successfully pass a drug screen and criminal background check. Non-disclosure may result in dismissal. Applicants with unsatisfactory drug screen results will be ineligible for appointment or application to any Provo City position for a minimum period of six (6) months.
