The Senior Construction Superintendent is responsible for full field execution of public works construction projects, with a primary focus on pump stations, lift stations, and wastewater treatment plants. This role leads all on-site construction activities from mobilization through commissioning, ensuring projects are built safely, on schedule, and in full compliance with contract documents and regulatory requirements.
This position requires deep, hands-on superintendent experience in municipal water and wastewater infrastructure, including coordination of mechanical, electrical, instrumentation, and SCADA systems. The ideal candidate is a strong field leader who can manage complex work in live systems, interact confidently with owners and inspectors, and drive crews to successful project completion.
Field Leadership & Project Execution
Lead and manage all day-to-day field construction activities for pump stations, wastewater treatment plants, and related public works facilities
Plan, schedule, and sequence work to meet contract milestones and critical path requirements
Direct and coordinate multiple foremen, crews, and subcontractors across civil, structural, mechanical, electrical, and instrumentation scopes
Maintain constant jobsite presence and accountability for productivity, workmanship, and safety
Identify constructability issues early and implement field-driven solutions
Work closely with safety manager to enforce company safety policies and OSHA requirements with zero tolerance for unsafe work
Set the safety standard on site through leadership and example
Public Works & Technical Oversight
Oversee construction of:
Pump stations, lift stations, and force mains
Wastewater treatment plant structures and processes (headworks, basins, clarifiers, piping, and structures)
Mechanical, electrical, and instrumentation installations
Coordinate work within active and existing facilities to minimize service interruptions
Ensure compliance with municipal standards, specifications, and inspection requirements
Interface directly with owners, engineers, inspectors, and regulatory representatives
SCADA, Controls & Commissioning
Coordinate installation, integration, and testing of SCADA systems, including PLCs, instrumentation, and communication networks
Work closely with controls contractors, electricians, and owner IT/operations staff
Verify proper installation and termination of instrumentation and control wiring
Support factory acceptance testing (FAT), site acceptance testing (SAT), and system startup
Lead commissioning, functional testing, and turnover activities
Ensure SCADA documentation, O&M manuals, and as-builts are complete and accurate
Quality Control & Documentation
Ensure all work meets contract documents, plans, specifications, and quality standards
Coordinate inspections, testing, and approvals with engineers and inspectors
Address non-conforming work immediately and drive corrective actions
Maintain accurate daily reports, manpower logs, schedules, and field documentation
Support punch list completion and final project closeout
Manpower, Equipment & Subcontractor Management
Manage field staffing levels and equipment needs to meet project demands
Supervise subcontractors and enforce schedule, safety, and quality expectations
Coordinate deliveries, laydown areas, and site logistics
Mentor foremen and field leaders; enforce company policies and performance standards
Qualifications
High school diploma or GED required; technical or trade background strongly preferred
10+ years of superintendent experience in public works construction
Extensive experience with:
Pump stations and lift stations
Wastewater treatment plants
Municipal water and sewer infrastructure
Proven experience coordinating SCADA, PLCs, instrumentation, and controls on water/wastewater projects
Strong working knowledge of TCEQ regulations, municipal standards, and OSHA requirements
Demonstrated ability to manage work in live systems and confined spaces
Ability to read and interpret construction drawings, specifications, schedules, and control diagrams
Proficient in construction documentation and basic computer applications
