Experienced IT Program Manager (Development and Application)
5+ years of Program management experience
In depth knowledge of the DoD IT project management requirements including program / project oversight, performance monitoring, and interpretation of federal guidelines, rules and regulations
Experience managing application development projects and well versed in development lingo
Strong Agile process experience
Strong communication skills both written and verbal
Highly organized and able to manage multiple projects at one time
Excellent interpersonal skills and able to work with all level of team members and clients
Active PMP certification
DUTIES:Serve as the lead Program Manager, responsible for the overall management, control, coordination, and execution of all assigned projects to the contract.
Responsible for initiating, planning, monitoring, controlling, and reporting a variety of small and mid-level IT projects in a DoD environment.
Assists in requirements development performs stakeholder interviews, coordinates with the development team, decomposes requirements and develops customer use cases to create iterative development deliverables.
Develop test plans and track testing
Manage all aspects of software application development, managing time and schedule.
Works with functional proponents, development personnel and PMs to document systems requirements for new and existing IT projects.
Analyze, optimize, negotiate, deconflict, and deescalate project tasks, risks, and issues in coordination with project sponsors and product managers
Provide work direction to agile team, including prioritization, assignment of work, and review of work efforts
Work with stakeholders to document and then lead re-engineering of the process with business stakeholders
Develop test plans and tracks testing
Delegate work to individuals based on their leadership assessment of strengths and aspirations
Performs other PM related duties and fulfills other assigned contractual responsibilities as required
