Location: HISD Police Department \n\nDepartment: Police Dept - Support Svcs Operations \n\nArea:District Wide \n\nContract Months:12 \n\nSalary Range: $110,000.00 \u2013 $126,000.00 \n\nAcademic Year: 25-26 \n\n## JOB SUMMARY\n\nThe Police Captain assists the Chief of Police in the overall supervision and management of the Police Department. This position is essential in ensuring the safety and security of all students, faculty, staff, and visitors, as well as the protection of District and campus property and equipment. The Police Captain is responsible for overseeing daily operations, implementing policies and procedures, coordinating safety and security programs, and managing personnel. The role requires strong leadership, strategic planning, and effective communication with various stakeholders to maintain a safe and secure environment.\n\n## MAJOR DUTIES \u0026 RESPONSIBILITIES\n\nList most important duties first \n1\\. Directs police and civilian managers and other key personnel to ensure their tasks are performed according to state, local laws and HISD Board Policy. \n2\\. Collaborates with fellow managers, handles law enforcement supervisory issues and supports school administrators to solve issues. \n3\\. Works closely with area law enforcement and ensures that all proper protocols are followed. Establishes and develops memorandums of understanding with other agencies that will provide for the access and utilization of resources in the event of an emergency. \n4\\. Assists the Chief of Police and Assistant Chief of Police in developing and implementing policies and procedures in compliance with law enforcement accreditation standards and best practices. \n5\\. Assists the Chief of Police and Assistant Chief of Police in managing operational budgetary issues.\n\n \n\n## MAJOR DUTIES \u0026 RESPONSIBILITIES CONTINUED\n\n6\\. Prepares and submits all required reports. \n7\\. Proposes sound recommendations regarding personnel placement, transfers, retention, dismissal as well as evaluating job performance of personnel. \n8\\. Assists with coverage within the department as needed. \n9\\. Participates in professional development opportunities, as appropriate. \n10\\. Performs other job-related duties as assigned. \n \n\n## EDUCATION\n\nSixty college hours or more from an accredited educational institution is required. \nGraduate from the Law Enforcement Management Institute of Texas\u0027 Leadership, Command College or equivalent (preferred) \nTCOLE Advanced Peace Officer Certification required.\n\n## WORK EXPERIENCE\n\nTen years of law enforcement experience \nThree years of experience as a supervisor in the rank of sergeant or above. Supervisor experience with another law enforcement agency will be counted. Patrol experience, campus operations, jail procedures, fleet management, hand-held radio, and mobile radio experience, preffered. \nPrior investigative experience, preferred. \nKnowledge of the Human Resources/Hiring Process, preferred.\n\n## SKILL AND/OR REQUIRED LICENSING/CERTIFICATION\n\nMicrosoft Office (Word, Excel, Power Point)\n\nTCOLE Advanced Peace Officer Certification (minimum level required for this role)\n\n## LEADERSHIP RESPONSIBILITIES\n\nManages. Accomplishes the majority of work objectives through the management of direct reports. Provides day-to-day direction to staff; may become directly involved, as required, to meet schedules and resolve problems. Responsible for assigning work, meeting completion dates, interpreting and ensuring application of policies and procedures. Receives assignments in the form of objectives, with goals and the process by which to meet goals. Provides input to hiring, performance and budget.\n\n## WORK COMPLEXITY/INDEPENDENT JUDGMENT\n\nWork is substantially complex, varied and regularly requires the selection and application of technical and detailed guidelines. Independent judgment is required to identify, select, and apply the most appropriate methods as well as interpret precedent. Position regularly makes recommendations to management on areas of significance to the department. Supervision received typically consists of providing direction on the more complex projects and new job duties and priorities.\n\n## BUDGET AUTHORITY\n\nParticipates in a group plan and/or budget development.\n\n## PROBLEM SOLVING\n\nDecisions are made on both routine and non-routine matters with some latitude, but are still subject to approval. Job is occasionally expected to recommend new solutions to problems and improve existing methods or generate new ideas.\n\n## IMPACT OF DECISIONS\n\nDecisions have moderate to high impact to the facility/department or division, causing increased satisfaction or dissatisfaction; producing efficiencies or delays; promoting or inhibiting personal intellectual or professional development; and/or contributing to financial gain or expense. Errors may be serious, usually not subject to direct verification or check, causing losses such as improper cost calculations, overpayment or improper utilization of labor, materials or equipment. Effect usually confined to the organization itself and is short term.\n\n## COMMUNICATION/INTERACTIONS\n\nCollaborate and solve problems - works with others to resolve problems, clarify or interpret complex information/policies, and provide initial screening/negotiations without approval authority. Interactions are typically with customers, senior level professional staff, and managers.\n\n## CUSTOMER RELATIONSHIPS\n\nRegularly assesses and diffuses complex, and escalated customer issues. Takes personal responsibility and accountability for solving systemic customer service problems.
