Job Description - Police Investigator

Location: HISD Police Department \n\nDepartment: Police Dept - Investigations \n\nArea:District Wide \n\nContract Months:12 \n\nSalary Range: $63,818.00 \u2013 $83,909.00 \n\nAcademic Year: 25-26 \n\n## JOB SUMMARY\n\nThe Houston ISD Police Investigator conducts complex criminal and administrative investigations involving students, staff, visitors, and district property. The investigator is responsible for gathering and analyzing evidence, interviewing involved parties, preparing detailed case documentation, and coordinating with internal and external stakeholders to support school safety and ensure compliance with applicable laws, policies, and prosecutorial standards. \n\n## MAJOR DUTIES \u0026 RESPONSIBILITIES\n\nList most important duties first \n1\\. Conduct criminal and administrative investigations involving students, staff, visitors, and district property. \n2\\. Interview victims, witnesses, suspects, and other involved parties. \n3\\. prepare detailed reports, case files, affidavits, and investigative summaries. \n4\\. Review surveillance footage, records, and other materials related to assigned cases. \n5\\. Coordinate with school administrators, patrol officers, prosecutors, child advocacy centers, and outside law enforcement agencies. \n6\\. Manage assigned caseloads from initial complaint through final disposition in a timely manner \n7\\. File charges or assist with case presentation to the appropriate prosecuting authority when warranted. \n8\\. Testify in court, hearings, and administrative proceedings as required. \n9\\. Respond to serious incidents, major felony investigations, and other sensitive cases affecting district safety. \n10\\. Maintain confidentiality of investigative records and sensitive information.\n\n## MAJOR DUTIES \u0026 RESPONSIBILITIES CONTINUED\n\n11\\. Ensure all investigations are conducted in compliance with department policy, district procedures, and applicable law. \n12\\. Provide investigative guidance and assistance to patrol officers and campus personnel. \n13\\. Prepare status updates and briefing materials for the command staff. \n14\\. Assist with search warrants, arrests, and coordination of investigative operations related to assigned cases. \n15\\. Perform other related duties as assigned. \n16\\. Respond to callouts and remain available 24 hours a day, as required, for major incidents and critical investigations. \n17\\. Other duties as assigned. \n\n## EDUCATION\n\nHigh School Diploma or GED required. \n(Preferred: Some college coursework in criminal justice or related field)\n\n## WORK EXPERIENCE\n\nMinimum of 5 years of law enforcement experience required.\n\n## SKILL AND/OR REQUIRED LICENSING/CERTIFICATION\n\nSoftware/Systems Skills Required:\n\nProficiency in Microsoft Office Suite \nExperience with Records Management Systems (RMS) \nWorking knowledge of NCIC/TCIC and JWEB systems\n\nCertifications/Licensure\n\nMust possess a Texas Commission on Law Enforcement (TCOLE) Advanced Peace Officer Certification. \n\n## LEADERSHIP RESPONSIBILITIES\n\nNo direct supervisory responsibilities. Provides guidance, technical expertise, and training support to personnel as needed.\n\n## WORK COMPLEXITY/INDEPENDENT JUDGMENT\n\nPerforms complex investigative work requiring analysis, interpretation, and independent decision-making \nExercises sound judgment in applying laws, policies, and investigative procedures \nWorks with minimal supervision while managing multiple priorities and deadlines \nErrors in judgment may impact case outcomes and legal compliance\n\n## BUDGET AUTHORITY\n\nNo budget development activity is required. \n\n## PROBLEM SOLVING\n\nApplies critical thinking to resolve complex investigative problems \nEvaluates information, identifies solutions, and implements appropriate actions \nAdjusts approach based on changing circumstances and available evidence \nEnsures decisions comply with legal and policy requirements\n\n## IMPACT OF DECISIONS\n\n\u2022 Exercises independent judgment that directly affects criminal case outcomes and prosecution viability \n\u2022 Decisions carry legal, operational, and reputational consequences for the department \n\u2022 Failure to act appropriately may result in dismissal, liability exposure, or risk to public safety \n\u2022 Provides investigative direction that influences unit performance and command-level decision-making \n\n## COMMUNICATION/INTERACTIONS\n\n\u2022 Requires frequent interaction with internal staff, external agencies, and the public \n\u2022 Must communicate effectively in both written and verbal formats \n\u2022 Regularly prepares reports and provides testimony in legal proceedings \n\u2022 Maintains professional communication in high-stress and sensitive situations \n\n## CUSTOMER RELATIONSHIPS\n\n## WORKING/ENVIRONMENTAL CONDITIONS\n\n\u2022 Work performed in office, school campus, and field environments \n\u2022 Frequent travel throughout the district and surrounding jurisdictions \n\u2022 Responds to crime scenes, schools, hospitals, residences, and court locations \n\u2022 Exposure to high-stress, sensitive, and potentially hazardous situations \n\u2022 May encounter violent incidents, crime scenes, and emotionally charged environments \n\u2022 Regular interaction with victims, witnesses, suspects, students, staff, and parents \n\u2022 Required to handle confidential and sensitive information with discretion \n\u2022 Subject to irregular hours, including evenings, weekends, and holidays \n\u2022 Must maintain 24-hour on-call availability for major incidents and callouts \n\u2022 Required to respond during emergencies, critical incidents, and inclement weather \n\u2022 Work may involve prolonged sitting, standing, walking, and driving \n\u2022 Physical activity includes bending, lifting, and carrying evidence or investigative equipment \n\u2022 Must be able to work under pressure, meet deadlines, and make sound decisions in dynamic situations \n\nHouston Independent School District is an equal opportunity employer. \n
