JOB SUMMARY
The Police Management Analyst is responsible for conducting complex research and analysis using intelligence-led policing methods while providing timely and pertinent information relating to crime pattern detection, suspect-crime correlation, and target-suspect data. The Management Analyst is also responsible for tracking criminal activity and incorporating data into user-friendly forms to assist decision makers within the department. Given significant latitude to explore data sets in order to maximize the usefulness of products.
ESSENTIAL JOB DUTIES/WORK PERFORMED
Perform systematic and analytical extraction and compilation of data in order to identify suspects, detect problem areas, and predict trends in support of criminal traffic enforcement efforts.
Disseminate pertinent crime and intelligence data information to administrative and operational units.
Prepare data to make recommendations on resource allocation and deployment of staffing.
Use graphing and mapping methods to show link analysis, flow analysis, and activity charting to highlight criminal activity and vehicle crash data.
Act as department liaison regarding the dissemination of crime data with outside agencies and attend area intelligence sharing meetings as needed.
Develop, manage, and maintain enterprise-level GIS databases, server and applications, desktop, web, mobile, and workflows to support the information and business needs of the police department.
Comprehensive knowledge of internal data sources, applications, and information workflows related to the police department.
Capacity to perform complex analysis and geospatial modeling, such as Social Network Analysis and Risk-Terrain Modelling.
Knowledge of principles and practice of research and analysis, technical report writing, statistical analysis as applied to crime patterns, probability assessments, and trend analysis.
Ability to communicate effectively with other both orally and in writing using both technical and non-technical language.
Perform Social Network Analysis exploration and investigation of alternative applications beyond violent crime.
Engage in collaborative projects for data sharing and analysis.
Perform formal training and gaining familiarity with current databases/data workflows.
PREFERRED KNOWLEDGE, ABILITIES, AND SKILLS
Knowledge of principles and practices of research and analysis; technical report writing, statistical analysis as applied to crime patterns, probability assessments and trend analysis.
Proficient with Microsoft Word, Excel and PowerPoint.
Knowledge of crime mapping concepts and spatial analysis techniques using ESRI products.
Knowledge of Esri ArcGIS Enterprise product suite.
Ability to work with sensitive information and protect and prevent outside exposure.
Ability to provide accurate information analysis.
Knowledge of statistical applications such as Statistical Package for the Social Sciences (SPSS) and analytical reporting software such as Crystal Reports.
Knowledge of Microsoft Access and SQL.
Comprehensive knowledge of the Microsoft product suite.
Two (2) years of experience conducting research and analysis.
ESSENTIAL FUNCTIONS/PHYSICAL REQUIREMENTS
Ability to read, speak, write, and understand English to effectively communicate by telephone, in written form, or face to face.
Ability to obtain NCIC certification.
Must be able to provide regular and reliable attendance.
Must possess a valid Iowa driver's license.
QUALIFICATIONS
Must possess a bachelor's degree from an accredited college or university in Statistics, Criminology, Criminal Justice, Psychology, Computer Sciences, Geographic Information Systems, or a closely related field.
Ability to obtain an International Association of Crime Analysts (IACA) certification with time frame dependent upon work experience as a data analyst.
Ability to obtain the National Crime Information Center (NCIC) certification upon hire.
WORKING CONDITIONS
Must be able to work with minimal supervision upon training.
Work in a 24/7 potentially stressful office environment.
