Northern Wasco County PUD is seeking a Power Resources Specialist I, II or III to join our vibrant and growing utility. This exempt, full-time position offers (40 hours per week).
The Power Resources Specialist works with a team responsible for implementing a number of diverse transmission and power planning related activities to serve customer load including: planning, soliciting, transacting, scheduling and settling wholesale power purchases for the District’s energy and power demands. Other duties include power market analytics and monitoring as well as the maintenance and updating of internal databases and software housing critical data for power resources. This role also assists with various state and federal compliance reporting requirements for the district and it’s owned hydroelectric projects, in addition to maintaining relationships with wholesale power sellers.

Power Resources Specialist I Salary Range $97,702.64 - $132,185.92
Power Resources Specialist II Salary Range $109,021.00 - $147,499.00
Power Resources Specialist III Salary Range $122,06.86 - $165,153.34

GENERAL ACCOUNTABILITIES AND ESSENTIAL FUNCTIONS:
- Analyzes hourly, daily, weekly, monthly, and annual electric load and resource data to reconcile and prepare energy billing and settlements with energy suppliers, and counterparties. Assists in developing analytics for these activities and organizes data for various reconciliation reports.
- Initiates updates to and maintains load, resources and expense forecasting for budgeting and resource planning under the direction of Manager Policy and Rates, Planning Manager, and Operations Manager.
- Performs energy term product, preschedule and real-time schedule adjustments in coordination with large industrial customers, hydro operations staff and wholesale counterparties.
- Supports tracking, acquisition, and management of transmission inventory. Advocates for transmission policies that are beneficial to the District.
- Summarizes data by performing various calculations, comparing actual data to scheduled plans, and comparing current data to historical data.
- Assists in conducting technical studies and developing strategic and operational plans concerning electric resources.
- Enters, maintains and updates systems of record, databases, and software housing critical data for power resources analytics, monitoring and settlements.
- Maintains data on climate and Northwest hydroelectric system conditions, including precipitation, snowpack, weather statistics, and stream flow data for analysis by planning and operations staff.
- Attends various agency, organization, workshop meetings.
- Networks, develops and maintains relationships with potential sellers of wholesale power.
- Maintains accounting and for monitoring for compliance with ODEQ’s Greenhouse Gas Reporting, and ODOE’s Renewable Portfolio Standards, including transferring, and selling of renewable energy credits. Other regulatory compliance measures may also be added to this list.
- Prepares draft letters and memos for projects, studies, or governmental agencies including DOE/EIA surveys.
- Analyzes load/resource positions, researches, and prepares requests for proposals and offers for contract requirements for power purchases, power sales, transmission, and other related contracts.
- Maintains contract files associated with power purchases, power sales, transmission, and other related contracts.

Secondary Functions:
- All PUD employees are expected to work outside of normal business hours when required during emergency restoration activities and to accomplish other special projects.
Skills/Knowledge/Abilities: PLEASE NOTE: This position requires the use of various tools/equipment that are related to performing the essential functions of this job.
- Knowledge of the Bonneville Power Administration (BPA) contracts for both Power and Transmission or comparable utility experience with other regional energy markets and organizations.
- Expert proficiency with Microsoft Office products with an emphasis on Excel, Word and database applications.
- Ability to present data and create visualizations that support decision-making processes in the District’s power resources department.
- Must demonstrate abilities to work both independently, and with the Power Resources team to complete work on strict scheduling deadlines.
- Proficiency with external data management systems, including query development and data analysis.
- Must possess excellent technical report writing and oral communication skills.
- Ability to learn new skills on proprietary information systems is essential.

QUALIFICATIONS: Recommended Education, Training & Experience (includes licenses or certifications): Other combinations of education and/or experience demonstrating the knowledge, skills, and abilities required to do the work will also be considered.
Education/Experience:
- High School Diploma or equivalent.
- Bachelor's degree in Engineering, Economics, Statistics, Physics, Math, Computer Science, or other scientific field preferred.
- Master’s degree in a related field preferred.
- One (1) to Five (5) years of relevant experience in energy analysis and accounting required.
