Our employees are not only part of history, they\u0027re making history.\n\nNorthrop Grumman Aerospace Systems (NGAS) is currently seeking a Principal Price/Cost Proposal Analyst Level 3, to support the Strike Division on site at one of the following locations: Palmdale, California; Rancho Bernardo, California; or Melbourne, Florida.\n\nThis Level 3 Principal Price/Cost Proposal Analyst will be responsible for evaluating supplier proposals under multiple contract types, to include, but not limited to, Firm Fixed Price (FFP), Cost Type, and Indefinite Delivery and Indefinite Quantity (IDIQ) and providing a fair and reasonable position in a price/cost analysis report (PCAR). This position will collaborate across multiple functions such as Contracts, Pricing \u0026 Estimating, Engineering, Global Supply Chain, and Program Management to prepare and submit first-time quality, compliant, and on-time PCARs to support the customer commitments, as well as NG\u2019s financial goals. In addition to PCAR support, the role will also provide Quality and Compliance reviews for NG proposals prior to customer submission. These reviews will focus on content (BOE and Cost Volume), spelling/grammar, and rate verifications/validations. It will also include the internal audit of various Cost Estimating Factors (CEFS).\n\nSpecific duties include:\n\n * Evaluates proposals (internal and external) for compliance to Federal Acquisition Regulation (FAR) and Northrop Grumman requirements\n * Prepares and performs a detailed analysis documented in a Price/Cost Analysis Report (PCAR) of supporting documentation to validate labor, material, and other cost elements such as travel, other direct costs (ODCs), rates, escalation and profit/fee.\n * Conducts market research, analyze historical data, and develop cost estimating models and factors to evaluate price reasonableness and develop negotiation positions.\n * Compiles information from periodicals, catalogs, and other sources to stay informed on regulations (e.g., FAR, DFARS, etc.), price trends and manufacturing processes.\n * Confers with suppliers and analyzes suppliers\u0027 operations to determine factors that affect prices.\n * Participates in fact-finding sessions via telecom or at supplier\u2019s site to review basis of estimates (BOEs) and source documentation verifying proposal cost estimates.\n * May analyze and audit direct/indirect rates at supplier locations to provide rate recommendations.\n * Perform regression analysis to account for learning or quantity variance as required.\n * Requests and obtains DCAA Assist Audits where applicable.\n * Interfaces with responsible engineers regarding the integration of technical evaluations into the cost analysis when appropriate.\n * Establishes supplier proposed vs. negotiation objective positions by major element of cost to attain formal Supply Chain Management approval for supplier negotiations and prepares presentations summarizing the review.\n * Provide negotiation support throughout the subcontract definitization process.\n * Maintains all records and supporting data used and provided in support of proposals.\n\n\n\nBasic Qualifications for Principal Price/Cost Proposal Analyst Level 3:\n\n * Bachelor\u2019s degree in business, mathematics, finance, economics, or related discipline with 5 years of related experience; or Masters degree within stated fields and 3 years of related experience; or 1 Year with PhD in stated fields.\n * Must have the ability to obtain and maintain a DoD Secret Clearance\n\n * Must have the ability to obtain and maintain Special Access Program (SAP) clearance.\n\n * Must have current/prior Price Cost Analysis experience inclusive of report writing.\n\n * Must have a working knowledge of the Government contracting environment (FAR and DFARS)\n * Ability to perform and apply cost accounting, pricing and estimating concepts and principles.\n * Ability to meet deadlines in a challenging, multi-tasking environment while managing multiple proposals with excellent analytical skills and attention to detail.\n\n\n\nPreferred Qualifications\n\n * Active Secret Clearance with the ability to obtain a Top Secret clearance, with investigation in the last 5 years and the ability to obtain Special Program Access.\n * Familiarity with the concept and application of Cost Improvement Curves\n * Knowledge of Direct and Indirect Rate Proposal and Audit Process\n * Self-starter; Ability to \u201cself-teach\u201d certain things such as calculations/formulas to enable a more efficient process\n * Working knowledge of Microsoft Suite of products\n * Must have familiarity of aerospace production operation functions, tasks, and processes\n * DCAA/DCMA Bill of Material and Rate audit experience\n\n\n\nWe offer flexible work arrangements, phenomenal learning opportunities, exposure to a wide variety of projects and customers, and a very friendly inclusive environment! Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives.
