POSITION SUMMARY


The position of Procurement Contracts Attorney is solely responsible to the General Counsel for the duties on a variety of procurement issues, including bid solicitation, contract formation, contract administration, and bid protests.  This individual will provide legal advice and policy counsel to the General Counsel on a variety of legal issues, to include procurement and acquisition law. 


ESSENTIAL DUTIES AND RESPONSIBILITIES 


1. Contributes to internal purchasing and contracting policies and procedures to confirm compliance with state and federal law. 


2. Negotiates, drafts, and administers contracts and cooperative agreements.  


3. Develops and manages templates for consistency of terms and conditions, standard formatting, and inclusion of all required language.  


4. Reviews vendor contracts for accuracy and ensures terms represent the best interest of the Authority.  


5. Coordinates with departments and project managers to implement the standard operating procedures that support the effective management contracts.  


6. Develops training materials and provide training to staff.  


7. Researches and analyzes updates to federal and state laws, and other governing directives, policies, and procedures pertaining to contracts.  


8. Assists procurement team and departments with preparation and processing of solicitations (e.g., specifications for Request for Quotes/Request for    Proposals/Request for Bids).  


9. Provides guidance to project managers on the procurement solicitation and contracting process.    


10. Performs other tasks as assigned as needed by the General Counsel. 


SUPERVISORY RESPONSIBILITIES


This position does not directly supervise any employees 


FINANCIAL RESPONSIBILITY


Expenditure approval pursuant to delegated authority under the Authority’s Purchasing and Procurement Policy.


QUALIFICATIONS


EDUCATION


A Doctor of Jurisprudence degree.


EXPERIENCE


Minimum of 2 years of relevant experience practicing law, with a focus on state and local government procurement and contracting matters.


CERTIFICATES, LICENSES, REGISTRATIONS


Admission to the State Bar of Texas.


KNOWLEDGE


As above regarding experience.


SKILLS AND ABILITIES


Position requires advanced legal analytical skills. Must be able to direct the work of others with minimal direct supervision. Must be able to effectively communicate with others.


GUIDANCE RECEIVED


Guided by priorities and policies. Is guided primarily by established priorities and policies, along with professional standards and best practices to guide decisions and any direction or advice given to others. Typically makes recommendations to executive management and subordinate managers on policy and process improvements after considering/analyzing various alternatives. Proactively addresses needed changes to policies, methods and procedures and obtains approval.


WORKING CONDITIONS


Duties are almost always carried out in an office environment.


TOOLS AND EQUIPMENT


Office machines including personal computer, copier, telephone and calculator.
