The Housing Authority of the City of Shreveport (HACS) provides quality affordable housing to low-income families and individuals through the effective and efficient administration of housing assistance programs.

Pay: $85,000 Annually



Job description:

The Procurement Officer is responsible for overseeing all procurement and contracting  activities for the Housing Authority, ensuring the efficient, transparent, and compliant  acquisition of goods, services, and construction. This position manages the full  procurement lifecycle, including solicitations, vendor management, contract  administration, and regulatory compliance in accordance with federal (HUD), state, and  local requirements.  This role plays a critical part in supporting the Authority’s mission by ensuring cost-effective purchasing practices while maintaining accountability, integrity, and fairness in all procurement activities.



DUTIES INCLUDE BUT ARE NOT LIMITED TO:

Procurement & Purchasing:

• Manage the full procurement cycle including requisitions, sourcing, purchasing, and delivery of goods and services

• Develop and issue solicitations such as Requests for Proposals (RFPs), Invitations for Bids (IFBs), and Requests for Quotations (RFQs)

• Analyze bids and proposals, recommend contract awards, and prepare supporting  documentation

• Review purchase orders for accuracy, compliance, and budget availability

• Ensure timely and cost-effective procurement of materials, services, and capital projects



Contract Administration:

• Draft, review, negotiate, and administer contracts and agreements

• Monitor contractor performance to ensure compliance with scope, timelines, and deliverables

• Maintain contract files, insurance documentation, and procurement records

• Coordinate contract renewals, amendments, and terminations

• Resolve contract disputes, vendor issues, and performance concerns



Vendor Management & Outreach:

• Identify, evaluate, and onboard qualified vendors and suppliers

• Conduct outreach to expand vendor participation, including small and disadvantaged businesses

• Maintain vendor relationships and act as liaison between departments and contractors

• Evaluate vendor performance and ensure quality standards are met

• Lead negotiations to secure favorable pricing and contract terms



Compliance & Regulatory Oversight:

• Ensure procurement activities comply with:

• U.S. Department of Housing and Urban Development (HUD) regulations

• Uniform Guidance (2 CFR Part 200)

• Federal, state, and local procurement laws

• Maintain and enforce procurement policies and procedures

• Ensure fair, open, and competitive bidding processes

• Prepare documentation and reports for audits and regulatory reviews



Planning, Reporting & Process Improvement:

• Maintain tracking systems for contracts, solicitations, and procurement activities

• Prepare reports on procurement performance, cost savings, and vendor activity

• Identify opportunities for cost reduction and process improvements

• Assist in developing and updating procurement policies and procedures

• Provide training and guidance to staff on procurement processes Collaboration & Support:

• Work closely with internal departments to define scopes of work and procurement needs

• Coordinate with finance, legal, and program teams to align procurement with organizational goals

• Serve as a subject matter expert on procurement policies and best practices



 

Qualifications

• Bachelor’s degree in Business Administration, Supply Chain Management, Public 

Administration, or related field (preferred)

• 3–5+ years of experience in public procurement, purchasing, or contract 

management

• Experience in a housing authority or government agency preferred

Knowledge, Skills & Abilities:

• Strong knowledge of public procurement practices and competitive bidding 

processes

• Familiarity with HUD procurement regulations and federal grant compliance

• Excellent negotiation, contract management, and vendor relations skills

• Strong analytical, organizational, and problem-solving abilities

• Ability to manage multiple procurements and deadlines simultaneously

• Proficiency in Microsoft Office and procurement/ERP systems
