We Require
Three years experience in a professional procurement capacity involving the procurement of goods, services and/or construction
Bachelor's degree in public administration, Finance, Business Administration, Supply Chain Management or related field

Job Contributions
Reviews and analyzes complex procurements in a variety of commodity and service groups; determines appropriateness of request, researches various commodity and service markets for current specifications, job duties, and market conditions and trends in pricing
Coordinates with user departments and/or project Managers to facilitate/develop procurement requirements and specifications for solicitations. Prepares and issues formal solicitations including Invitations for Bid, Requests for Proposals, and Requests for Qualifications, Design-Build, Construction Manager at Risk, etc
Conducts public pre bid/proposal conferences and public solicitation openings and serves as chairperson/facilitator for evaluation meetings and requesting Best and Final Offers
Negotiates contract terms and conditions, awards contracts, and monitors vendor performance; reviews department's or vendor's request for changes to contracts and presents justification for or against changes
Evaluates responses to solicitations based on vendor qualifications, price and conformance requirements, uses economic and statistical data to evaluate total cost of ownership
Issues formal determinations such as Notice to Cure, Notice of Cancellation, etc. as required by law. Provides recommendations and advice regarding legal determinations pursuant to applicable statutes and Maricopa County Procurement Code
Develops and manages centralized, enterprise level contracts including requirements analysis, evaluation, determination and approval of change orders and/or contract amendments
Working Conditions
Professional Certification (CPPO/CPPB) required within 3 years of hire
Monday through Friday 8am - 5pm in downtown Phoenix office location (or approved alternative)
