Job Description - Program Analyst


Cogent Security is seeking a highly detailed and strategic Part 810 Implementation and Compliance Analyst to support the National Nuclear Security Administration’s (NNSA) Office of Nonproliferation and Arms Control. This role is central to managing the implementation and enforcement of 10 CFR Part 810 regulations, which govern the export of unclassified nuclear technology and assistance to ensure U.S. nuclear cooperation aligns with national security and nonproliferation objectives.

Key Responsibilities 

  • Part 810 Authorization Processing: Support the review and processing of specific authorization applications for the export of unclassified nuclear technology and assistance, ensuring full compliance with 10 CFR Part 810 requirements.
  • Compliance Monitoring and Reporting: Review and evaluate reports submitted by U.S. companies regarding generally authorized activities and ensure all reporting obligations are met in accordance with federal regulations.
  • Interagency Coordination: Coordinate the executive branch review process by interacting with U.S. Government interagency partners, including the Department of State, the Nuclear Regulatory Commission (NRC), and the Department of Commerce.
  • Technical and Policy Analysis: Conduct detailed technical reviews of nuclear technology export requests to assess potential nonproliferation risks and impacts on U.S. nuclear policy.
  • Programmatic Outreach: Support the development of guidance materials and participate in outreach activities to educate U.S. industry and DOE national laboratories on Part 810 regulatory compliance.

Requirements

Minimum Qualifications 

  • Master’s degree (preferred) in public administration, public policy, international relations, nuclear engineering, or related fields.
  • Professional experience: 4+ years with a master’s degree, 6+ years with a bachelor’s degree.
  • Current DOE Q or Top Secret Clearance. 
  • Superior communication, organizational, interpersonal, and writing skills.
  • Ability to analyze complex regulatory documents and technical data related to nuclear technology.
  • Ability to provide full-time in-person support in Washington, DC.

Desired Qualifications  

  • Direct experience with 10 CFR Part 810 regulations and the DOE authorization process.
  • Experience with DOE/NNSA or other U.S. Government agencies involved in export control and nonproliferation.
  • Familiarity with the Nuclear Suppliers Group (NSG) and international nuclear export control regimes.
  • Strong project management skills and experience coordinating across multiple federal agencies.

Travel Required:  Approximately 10%
