Job Description - Program Analyst IV

The Program Analyst IV requires frequent interaction with the client’s scientific leadership, Vaccine Safety Datalink (VSD) investigators, and other partners and stakeholders. The role provides advanced evaluation, analytical, and strategic support for complex, long‑term public health and program effectiveness initiatives in a fast‑paced, scientifically rigorous environment.

ESSENTIAL REQUIREMENTS  

Must be able to obtain and maintain the required customer clearance for access to systems, facilities, equipment and property.  

Must possess appropriate level of certifications as required. 

KEY DUTIES AND RESPONSIBILITIES  

Essential Duties and responsibilities include the following.  Other duties may be assigned. 

  • Apply qualitative and quantitative methods to design and implement evaluation activities that assess program effectiveness and inform decision‑making.

  • Design and implement evaluation systems using tools such as surveys, interviews, and focus groups.

  • Support evaluations through data collection, reporting, and analysis, ensuring evaluation processes are fully integrated into program activities.

  • Meet with clients to discuss progress, propose solutions, and align evaluation goals.

  • Support performance effectiveness teams in measuring program impact and lead performance reporting and communication of findings.

  • Oversee comprehensive evaluation programs and contribute to strategic planning and continuous improvement efforts.

  • Ensure all evaluation activities and deliverables comply with client standards, universally accepted industry standards, and applicable federal regulations.

  • Ensure all deliverables incorporate Section 508 compliance, plain language principles, and strict adherence to client protocols.

EDUCATION AND EXPERIENCE 

Bachelor's degree and a minimum of seven to nine (7-9) years’ relevant experience working in communications project management and communications department management, or equivalent combination of education/experience.  CDC/health/science experience is strongly preferred.   

PHYSICAL DEMANDS 

Work is primarily performed in an office environment. Regularly required to sit. Regularly required use hands to finger, handle, or feel, reach with hands and arms to handle objects and operate tools, computer, and/or controls. Required to speak and hear. Occasionally required to stand, walk and stoop, kneel, crouch, or crawl. Must frequently lift and/or move up to 10 pounds and occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, distance vision, depth perception, and ability to adjust focus.  Exposed to general office noise with computers printers and light traffic.

The estimated pay range for this role is $125K to $150K, with the final offer contingent on location, skillset, and experience.
