Summary
The Program Controls Analyst Sr of Transmission Construction Management (TCM) is responsible for analyzing operational data and overseeing all Capital/Operations and Maintenance (O&M) financials related to construction services within the Transmission Construction Management organization. This role involves developing invoicing processes, identifying and solving complex business challenges, and improving organizational processes.
Key Roles & Responsibilities
Directly or through others, the incumbent:
Assist the Business Operations Supervisor with financial controls and accounting processes for the Transmission organization.
Serve as subject matter expert on contractor-related costs, including maintaining and evaluating rate structures (hourly T&M rates, construction unit costs, lump sum/bid pricing, etc.), evaluating potential rate changes on an as-needed basis.
Partner with various Oncor work groups such asTransmission Program Management Office (TPMO), Transmission Engineering (TE), Asset Investment Services (AIS), Maintenance Strategy, Financial Support, and others to maintain consistent financial/operational data reporting.
Manage the planning and execution of a functional database that contains all relevant financial and operational data for ongoing analysis and accrual reporting.
Oversee the vendor change order process to ensure compliance with contracted rate structures and contract terms for construction service contractors.
Develop and document billing and change order workflows, financial calculators, and metrics for consistent reporting of financial and operations data to the TCM management team.
Support timely invoice approval and monitor contractor performance metrics.
Oversee the process for construction projects requiring matting, including sending bid invitations, facilitating updates and notifications, and project awards.
Act as liaison between TCM and Transmission Engineering (TE) for capital construction project bids, including monitoring metrics, facilitating updates, and notifications for project awards.
Performs all essential aspects and functions of the job as well as any other specific job requirements.
Skills
Excellent financial and statistical modeling skills.
High level of proficiency in Microsoft Excel.
Strong written and verbal communication skills and ability to build cross-functional relationships.
Capable of working under pressure with minimal supervision.
Education
High school diploma, GED, or equivalent, and 4 to 5 years of project management experience in operations or program controls is required.
Will consider applicants with a Bachelor’s degree in accounting, business, construction, or a related field in lieu of above criteria.
Applicants with the following certifications are encouraged to apply: Certified Public Accountant (CPA), Master of Business Administration (MBA), Project Management Professional (PMP) or Six Sigma.
Experience
A minimum of 4 to 6 years in an accounting/finance or project management roles is required.
Applicants with experience in project management or continuous process improvement are encouraged to apply.
Measures of Success
Development and communication of timely and accurate financial and operations reporting.
Ability to build solid working relationships with all stakeholders to ensure successful implementation of updated billing processes and methods.
Thorough financial analysis and clear communication of results.
