JOB DESCRIPTION
SCOPE OF WORK:
The Program Coordinator plays a key leadership role in overseeing daily operations at the Visalia Navigation Center (VNC), a low-barrier, 24/7 shelter serving
individuals experiencing homelessness. This position supports and reinforces a trauma-informed, person-centered, and Housing First approach, ensuring the
shelter environment remains safe, respectful, and operationally effective.
Under the direction of the Senior Program Coordinator, the Program Coordinator provides enhanced oversight of participant engagement, case management
coordination, daily shelter functions, and program intakes. This role carries increased responsibility for supporting participant housing stability, operational
coordination, service planning, and collaboration with case management staff to ensure participants are connected to resources and progressing toward housing
goals in accordance with housing first low barrier guidelines.
KEY RESPONSIBILITIES
Participant Oversight, Case Management & Shelter Operations
Provide leadership presence on the floor to ensure consistent implementation of shelter policies and procedures.
Oversee participant engagement and support staff in managing complex participant needs.
Ensure a welcoming, respectful, and safe environment aligned with Housing First and trauma-informed principles.
Respond to and help resolve participant concerns, grievances, and behavioral issues.
Lead crisis intervention and de-escalation efforts as needed.
Conduct regular facility walkthroughs to monitor safety, cleanliness, and policy adherence.
Ensure the shelter remains low-barrier while balancing safety and operational standards.
Support appropriate documentation and follow-up related to participant incidents or policy violations.
Collaborate with Case Managers to support participant housing plans and service goals.
Assist participants with housing navigation activities, including housing searches, landlord engagement, housing applications, document collection, and
securing permanent housing opportunities.
Support participants in obtaining identification documents, income verification, benefits, and other documentation necessary to secure housing.
Assist participants with employment readiness activities, including job searches, online applications, resume development, interview preparation, and referrals
to workforce development programs.
Encourage and support participant engagement in educational, vocational, and employment opportunities that promote self-sufficiency.
Facilitate or coordinate life skills development activities, including budgeting, money management, tenant responsibilities, conflict resolution, communication
skills, time management, personal wellness, and independent living skills.
Support participant engagement in case management services and encourage active participation in individualized service plans.
Coordinate referrals and linkages to community resources, healthcare, behavioral health services, substance use treatment, employment supports, benefits, and
housing programs.
Help identify barriers to housing stability and self-sufficiency and work collaboratively with participants and staff to develop solutions.
Participate in case conferencing and interdisciplinary team meetings to support participant success and housing outcomes.
Maintain accurate and timely documentation of participant interactions, services provided, referrals made, and progress toward established goals.
Provide guidance, coaching, and support to shelter staff during assigned shifts.
Assist with staff training related to Housing First, trauma-informed care, participant engagement, and shelter operations.
Required Knowledge, Skills & Abilities
Strong knowledge of low-barrier shelter operations, Housing First, trauma-informed care, and harm reduction principles.
Experience working with individuals experiencing homelessness or marginalized populations.
Experience supporting case management services, participant advocacy, housing navigation, or service coordination for vulnerable populations preferred.
Ability to manage complex participant situations with professionalism and sound judgment.
Strong crisis intervention and de-escalation skills.
Comfort working with individuals experiencing mental health, substance use, or behavioral health challenges.
Knowledge of shelter safety procedures, incident response, and program compliance standards.
Strong written and verbal communication skills.
Proficiency in Microsoft Office and HMIS or similar data systems.
Ability to lead by example, provide guidance to staff, and maintain professional boundaries.
Highly organized, dependable, and team-oriented.
Pay Range: $22.72 - $24.34 Hourly
