Job Description - Program Director



Full-time


Description

The Program Director is responsible for oversight of the Low Threshold Transitional Housing Program (Willows), including the development and delivery of services and day to day operations of the program. The Program Director reports to the Deputy Director for weekly supervision, and clinical and programmatic assignments. 

Location: Willows is a harm reduction, low threshold transitional shelter program in Boston for women experiencing homelessness, substance use/opioid overdose risk and health/mental health conditions, who may also face multiple barriers to housing. 

Essential Functions:

  • Act in accordance with Victory Programs, Inc.’s Standards of Excellence at all times, including maintaining professional ethics, boundaries and client confidentiality. 
  • Ensure contractual compliance at all times with project funders, including City of Boston, DPH and local housing/regional authorities, as well as all federal, state and city housing regulations. 
  • Collaborate in the development of this low-threshold housing program, which consists of mobile housing search, advocacy and stabilization case management services. 
  • Provide oversight of the day to day operations of the transitional housing site. 
  • Coordinate and develop primary partnerships between VPI and other network partners. 
  • Develop and revise program/housing policies as necessary to ensure contractual and regulatory compliance with the support of the Deputy Director and Director of Housing. 
  • Prepare annual budgets and monitor monthly financial statements to operate within budget. 
  • Coordinate billing, and approve accounts payable and receivables. 
  • Facilitate weekly meetings; monitor participation and attendance. 
  • Coordinate all internal and external service linkages supportive of clients’ continuum of care. 
  • Prepare reports, or proposals necessary for program operations. 
  • Manage the transitional housing program staff schedule; arrange coverage for open shifts; providing emergency coverage of uncovered shifts when required. 
  • Oversee case management services provided to residents. 
  • Oversee scheduling of groups and activities provided by internal and external community based organizations. 
  • Support and conduct (as needed) screening and/or intake of new client admissions. 
  • Maintain current working knowledge of referral sources such as housing, medical, outpatient counseling, dental, legal, HIV/AIDS client services, self-help groups and others to provide comprehensive services to the program clients 
  • Maintain up to date knowledge of VPI’s financial policies, employee personnel handbook and safety (OSHA) regulations. 
  • Represent the program in the community as requested by the Deputy Director or Director or designee. 
  • Hire, promote, or terminate employees with the support of the Deputy Director or Director and the Chief Human Resource Officer. 
  • Ensure all assigned transitional housing support staff (Resident Assistants, and Case manager,) receive weekly supervision and periodic performance reviews. 
  • Ensure orientation and on-going training for staff. 
  • Perform any other duty determined necessary by his/her supervisor. 
  • Provide on-call support as needed.

Non-Essential Functions:

  • Transport clients using agency vehicles. 
  • Participate in monthly Leadership meetings and attend training/meetings as requested. 
  • Participate in required training, program development processes, coordination meetings, specialized intervention initiatives and research and evaluation activities. 

Qualifications:

Bilingual/bicultural candidates strongly encouraged to apply 

  • Masters in Counseling, Social Work, Education, Rehabilitation Counseling or a related field preferred, or Bachelor Degree in these fields with extensive management or clinical training and a minimum of five years experience working with individuals experiencing homelessness and substance use disorders. 
  • Demonstrated competence in service coordination and networking with other human service and health care providers. 
  • Minimum of 3 years of supervisory experience required. 
  • Substantial knowledge of harm reduction practices, substance use disorder and experience working with active substance users. 
  • Knowledge and experience in administration of a team effort and the ability to supervise and manage both professional and paraprofessional staff. 
  • Ability to work cooperatively and supportively with other staff as a member of the management team. 
  • Strong organizational, writing and communication skills. 
  • Knowledge of evidence based treatment models. 
  • Knowledge of group facilitation. 
  • Must be CPR certified (may be obtained upon hire)
  • Completed TB screening (may be obtained upon hire)
  • Three work related professional references; at least 2 from manager or supervisor.

Preferred Qualifications:

  • Valid Massachusetts driver’s license with a safe driving point of 98, 99, 00, 01, 02, or 03. 
  • Familiarity with State and Federal housing programs.

Position Type: Full-time (40 hours) Monday - Friday. On site, Exempt position.

Rate: $86,140 Annually

These figures adjust based on full time or part time status and allocated vacation time increases with length of employment.
