Job Description - Program Director Community Residential Services (Intellectual Disabilities)

 Position Description:


Corry Counseling of LECOM Health is seeking an experienced and compassionate leader to serve as Program Director of Community Residential Services supporting individuals with intellectual and developmental disabilities. This role oversees multiple community homes across Erie and Corry, Pennsylvania, ensuring residents receive safe, person-centered support while empowering staff to deliver high-quality care every day. 


The Program Director plays a critical leadership role in strengthening residential services, supporting staff development, ensuring regulatory excellence, and helping expand community living opportunities for individuals with intellectual disabilities. 


In addition to operational oversight, this leader will play a key role in expanding and strengthening residential services. The Director will identify growth opportunities, collaborate with county and state partners, and ensure programs remain financially sustainable and person-centered. This position will require consistent travel between residential homes in Erie and Corry, PA. Responsibilities 



  • Ensure the safety, dignity, and well-being of individuals served. 



  • Respond to complex individual needs and family concerns. 



  • Provide leadership and supervision to Program Specialists and residential teams. 



  • Monitor quality assurance activities, HRST approvals, and clinical coordination. 



  • Implement and maintain organizational policies, procedures, and best practices. 



  • Oversee admissions, transitions, and discharges. 



  • Ensure compliance with Pennsylvania ODP, DHS, CMS, and Chapter 6400 regulations. 



  • Manage Incident Management processes, investigations, and corrective action plans. 



  • Support staff development, coaching, and retention initiatives. 



  • Oversee budget adherence and responsible resource management. 



  • Collaborate with county partners, state agencies, and community stakeholders. 



  • Lead initiatives to expand residential services in Erie County, including development and licensing of new community homes. 



  • Provide direct operational support to residential homes during staffing shortages or critical situations, ensuring continuity of care for individuals served. 



Requirements



  • Bachelor's degree in human services or related field  with 4 years' work experience in administration or human services field  



  • At least 1+ years leadership/supervisory experience. 



  • Knowledge of Pennsylvania ODP regulations and Chapter 6400. 



  • Demonstrated leadership, communication, and organizational skills. 



  • Valid driver’s license and ability to travel between residential locations. 


Preferred: 



  • Master’s degree and 2 years work experience in administration or human services 



  • 1-2 years experience in ID/DD residential services. 



  • Experience working with individuals with mental health challenges.
