Program Director - Deschutes Outpatient

JOB SUMMARY: The Director of Deschutes Outpatient Services provides oversight and support to all the BestCare community   behavioral health programs in the assigned County, working closely with the integrated, collaborative team to achieve the agency’s strategic goals in accordance with BestCare policies and procedures and OSHA, OARS, SAMHSA, BHRN, and other regulatory standards. This position leads a multidisciplinary team to deliver clinically sound, outcomes-driven services with a high degree of collaboration with community partners and referral sources. 

ESSENTIAL FUNCTIONS:

Outpatient Services:

• Provides support to the Program Managers, helping them reach their strategic and operational goals; 
• Develops and leads a team of supervisors and program managers to provide mutual support and problem solving;
• Ensures effective and positive communication and support between the supervisors and program managers, as well as internal and external customers;
• Responsible for overall financial performance of the Deschutes Outpatient and BHRN programs;
• Maintains effective and positive communication between the Deschutes Outpatient and BHRN programs;
• Responsible for overall clinical and customer service outcomes;
• Provides Regional and State Advocacy for Deschutes Outpatient and BHRN services;
• Ensures strong community partnerships throughout Deschutes county, attends community partner meetings and facilitates any meetings needed to ensure good client care coordination;
• Other related duties as assigned.

Management:

• Works effectively and collaboratively as a member of the Executive Committee of BestCare Treatment Services;
• Maintains close and collaborative relationships with other BestCare programs;
• Builds and supports a collaborative, high-performing team, and ensures that staff training and performance reviews are completed timely;
• Develops and maintains positive community relationships locally and across the State;
• Supports State site visits and audits;
• Identifies and supports the implementation of best practices across the system, including business practices, operational practices, personnel practices, and clinical practices
• Ensures that each program has developed a work plan that is aligned with the agency strategic goals and customized for the emergent needs for that program. Meets with each program manager to monitor and support the implementation of that work plan;
• Maintains effective communication with the CBHO, the Executive Team, and the Leadership Team;
• Regularly checks EPIC for denial trends, communicates with Billing when necessary and works with supervisors and program managers to ensure documentation and claims are submitted appropriately and on-time to ensure maximum revenue is   achieved;
• Other related duties as assigned.

REQUIRED COMPETENCIES: Must have demonstrated competency or ability to attain competency for each of the following within a reasonable period: 

• Demonstrated knowledge and competence in program planning and budgeting, fiscal management;
• Ability to function effectively within the organizational and financial structures, as well as the local system of behavioral healthcare and larger system of care;
• Ability to effectively supervise staff including hiring, coaching, training/development, and performance management;
• Ability to assess and continually improve services delivered, both as individual providers and as an inter-professional team;
• High proficiency in MS Office 365 (Word, Excel, Outlook), EHR databases, virtual meeting platforms, internet, and ability to learn new or updated software;

QUALIFICATIONS:

EDUCATION AND/OR EXPERIENCE:

• Bachelor’s Degree in a behavioral science field or working towards a bachelor’s degree with a completion date of no more than 18 months after hire
• Minimum of 10 years of experience in addiction treatment or other relevant work in behavioral health
• At least 2 years of effective management and supervisory experience
• Must meet the standards laid out in the Oregon Administrative Rule (415-051-0055) for clinical supervisor

LICENSES AND CERTIFICATIONS:

• Current CADC-II certification or Licensure/certification (QMHP-C, LPC, LCSW or LMFT) required
• Must maintain a valid Oregon Driver License or ability to obtain one upon hire, and be insurable under the organization’s auto liability coverage policy (minimum 21 years of age and with no Type A violations in the past 3 years, or three (3)  or more Type B violations)

PREFERRED:

• Master’s Degree in a behavioral science field strongly preferred
• Bilingual in English/Spanish a plus
