What You’ll Get to Do

:
Finance Manager role for C4ISR Solutions & Support (CS2) portfolio of contracts valued at approximately $135M annual Revenue (and growing).
Supervise a team of 5 PFAs and serve as finance manager for the portfolio VP based in Hampton, VA.
This role will be based as a remote role.
Responsible for financial analysis, which includes long-term financial planning, management reporting and financial trends. Responsible for the fiscal year planning process and consolidation, management, and training of the finance team, forecasting and evaluating financial plans, rate impact analysis, preparation and review of EACs, and management reporting.
Duties include creating and tracking annual fiscal plans, Long Range Plan, business cases, reviewing monthly rolling forecast and providing timely updates for associated R&O. Serve as SME for finance team as well as matrixed PMs within the line organization to support smooth operations including regular interface with accounting, purchasing, contracts and various corporate staff as needed.
Comply with financial controls, procedures, system requirements, and forecasting techniques, as directed, to evaluate contract/program status and ensure compliance with government and customer requirements.
Provide oversight to PFAs to ensure cost performance against plans and contractual cost obligations are met.
Conduct financial analysis (variance analysis, risk analysis, profit/loss analysis, etc.).
More About the Role

:
Primary focus is to ensure Annual Plan and Monthly Forecast submissions are accurately completed by specified due dates. Review and provide final submission to Finance Management within NSIS Finance.
Review, analyze, and advise PMs and Financial Analysts on Firm Fixed Price EAC creation, submission, and tracking.
Tracks and troubleshoots DSO for assigned team and their programs.
Reviews monthly actuals versus forecast and provide variance explanation. Closely manages PFA team to minimize forecast variances and provide updates in a timely manner if the timing of large ODCs change.
Review, analyze, and advise PMs on price models provided by Pricing Dept. and prepares Business Cases for Milestone reviews.
May prepare ad hoc ROMs or assist with proposal pricing efforts as needed.
Assist in standing up new programs as they are awarded and staffing them appropriately.
Qualifications

:
Bachelor’s degree in finance or a related field and/or a minimum of 8 years’ experience in project related finance planning and analysis.
Adhere to Generally Accepted Accounting Principles (GAAP), Sarbanes-Oxley and all corporate and contractual policies and procedures as they relate to contract financials.
Must be well experienced with Microsoft Excel (VLOOKUP, SUMIF, PIVOT Tables, etc.)
Ability to understand contracts of various types (T&M, FFP, CPF, etc.).
Comprehensive experience with FFP and T&M contract types and the revenue/profit management requirements for these contract types.
Familiar with Federal Acquisition Regulations (FAR), Joint Travel Regulations (JTR), and Defense Contract Audit Agency (DCAA).
Experience working with federal civilian or DOD personnel, including geographically dispersed teams and stakeholders is preferred but not required.
Experience with accounting software and development of Work Breakdown Structures (WBS).

Ability to identify root causes and solve business problems; isolate trends and identify problems.

Strong organizational skills and ability to manage multiple tasks with a sustained high level of attention to detail.
Ability to work independently as well as with a team.
Strong time management, interpersonal written and verbal communication skills; willing to take ownership and be responsive to ad hoc data calls.
Desired Qualifications:
Experience with Deltek Costpoint, IBM COGNOS, and Oracle CAPS, Smartview, MS Query.
Experience with cost and rate analysis of new contractor facilities.
