Supervised by: Associate Directors of Youth and Adult Services

Positions supervised: 4+

FLSA classification: Non-Exempt

Minimum Qualifications: 

· BA degree in Social Services or related field OR

Equivalent work experience on a year-for-year basis in marketing, individual educational/ employment assessments, job placement, accessing social and educational services and case management.

· Two (2) years of experience in supervisory or leadership role AND 

· Two (2) years of experience in budget development and management

Job Location: Moses Lake 

Salary Range: $27.64 - $36.07

Position Overview: 

The Program Manager will assist the department in achieving programmatic success statewide. Under the supervision of the Associate Directors, this position will assist with planning, implementing, and maintaining a comprehensive system designed to provide continuous and systemic evaluation of the National Farmworker Job Program within the Education and Career Services Programs. The Program Manager will conduct evaluations of performance and provide corrective actions to ensure achievement of desired outcomes. Assist in developing, implementing, and coordinating strategies designed to promote the improvement of job seekers and business customer programs and their integration across the state. Decisions and recommendations made by this position frequently have a significant impact on the program operation, services, and accountability. Moderate supervision is received with objectives and goals established in advance by Associate Directors, but very little direction of a course of action is specified or recommended. Results are not typically reviewed until completion or near completion.

Essential Duties: 

Develop internal systems to provide statistical information to management that is necessary for planning and reporting, and contractual compliance.

Oversee collection of research and the documentation necessary to identify and codify quality standards for service delivery.

Assist in the creation and distribution of operational management reporting information and data sourcing for the program.

Provides program performance reports to supervisors. 

Develop and implement a structure that ensures consistency between volume/outcome goals and optimal design for improved client flow.

Provide direct service, support and programmatic training to the staff to ensure compliance and quality within the program.

Establish and maintain relationships with businesses, agencies, and organizations in the communities to meet all the community needs and to ensure that services are not duplicated. 

Prepare reports, including areas of concern and recommendations for corrective actions when needed.

Participate in the determination of organizational policies regarding such issues as participant eligibility, program requirements, and program benefits. 

Prepare and maintain records and reports, such as budgets, personnel records, or training manuals.

Review program files to ensure completeness and that goals and objectives are being met, this would include that job retention verification follow-ups are also met. 

Assist in the preparation of the quarterly and annual report to the program funding source. 

Other duties as assigned.

Special Knowledge, Skills and Abilities:

Excellent oral and written communication skills including demonstrated competency in preparation for editing complex multi-party documents.

Demonstrated experience in a professional office setting, including working in a busy office setting which deals heavily with a high volume of calls, public contact, and public presenting.

Strong interpersonal communications and collaboration skills, experience leading and supervising teams, writing policies and procedures and attention to detail are also desired.

Demonstrated ability to work well independently and in teams.

Strong working knowledge of various software applications such as Microsoft Word, Excel and Outlook required. This includes other software such as zoom and Microsoft Teams

Knowledge of various office machines such as computers, copiers, fax machines and postage machines.

Able to analyze statistical and financial reports, to identify problems and to take corrective actions.

Knowledge of career services programs and labor market trends. 

Detail oriented in maintaining records and strong organizational skills and can capture data required by funding sources.

Demonstrated ability to manage multiple projects at the same time and the ability to delegate duties to staff based on an assessment of their skill set.

Demonstrated experience in interviewing candidates for positions and determining if a candidate is viable for a position within the department.

Demonstrated ability to utilize sound judgment, work effectively and calmly under pressure and maintain high level of confidentiality. 

Demonstrated experience working in a confidential environment that deals with multicultural clientele, experience in relating to a wide variety of people, and the ability to remain calm when dealing with upset people.

Ability to work independently in a fast-paced environment and demonstrate a genuine concern and respect for all cultures and diverse populations served by OIC.

Frequently required to stand, walk, and sit. Occasionally drive a motor vehicle in different seasonal weather and road conditions and times of day. Occasionally we will lift to 10 pounds.

And required to reach, push/pull, and stoop.

Additional Conditions of Employment:

Successfully pass a Criminal History & Background Check. Successfully pass a pre-employment drug test. Maintain a current driver’s license, require motor vehicle insurance, reliable vehicle, and good driving record. Employment is conditional on CEO approval.
