JOB TITLE: Program Manager 

DEPARTMENT: Community Wellness and Crisis Response Team

REPORTS TO: Chief Executive Officer

POSITION STATUS: Exempt-Full-time - 40 hours per week

SALARY: $65-68 per hour

DESCRIPTION:

StarVista is a 501(c)(3) nonprofit organization that has helped people of all ages throughout San Mateo County navigate life challenges for over 55 years. Our mental health, crisis intervention, youth housing, substance use, and early childhood services help thousands of individuals each year. POSITION PURPOSE AND OBJECTIVES

To provide operational management and administrative support to mental health clinicians at the San Mateo, Foster City, South San Francisco, Redwood City, North Fair Oaks, Menlo Park, Pacifica, East Palo Alto, and San Bruno Police Departments, as they respond to 911 calls in the community for individuals determined to be experiencing a mental health crisis.


Requirements

  

ESSENTIAL JOB FUNCTIONS:

  • Ensure clinical supervision occurs for all unlicensed clinicians on the CWCRT team.
  • Monitor and ensure all clinicians have valid and active clinical licenses, necessary to engage in the practice of therapy in the State of California.
  • Ensure clinicians provide follow-up interactions with community members, within 3 hours of the incident, or by the next day.
  • Ensure clinicians are entering clinical and case management notes in Avatar, per guidelines.
  • Ensure clinicians are attending all designated meetings and required trainings.
  • Ensure all program guidelines are adhered to, as written in the program, and policy amendments are discussed and implemented.
  • Schedule regular meetings with CWCRT clinicians.
  • Document, research, and approve all social media, interviews, and speaking engagements on behalf of the program.
  • Weekly collation of reported data from clinician’s regarding 5150s, speaking engagements, training, and challenges in the field.
  • Manage all requests for time off, overtime, special requests, etc.
  • Attend and participate in all meetings related to the program and take notes for later review and follow-up. 
  • Ensure all guidelines outlined in the contract are implemented and adhered to. 
  • Work with Development Department in creation of grants for programs and maintain relationships with sources of funding.
  • Cultivate, maintain, and develop new community relationships. 
  • Manage the program to ensure that high quality services are consistently delivered and that records are maintained in accordance with appropriate standards. Create and implement quality assurance processes.
  • In coordination with Human Resources department, oversee the clinical/programmatic needs of the program staff, including hiring, training, supervision and professional development. 
  • Oversee program financials, including budgets, expenditure planning, and donation tracking.
  • Monitor contract performance and licensing requirements. Meet contract expectations and demonstrate deliverables through required reporting. 
  • File monthly statistics with Operation Analyst in timely fashion.
  • Management conflict resolution cases from beginning to resolution.
  • Perform other duties, as deemed necessary, including providing coverage to police departments when there is an absence, or vacancy.

KNOWLEDGE, SKILLS, AND ABILITIES REQUIRED:

  • Strong written and verbal communication skills.
  • Knowledge of regulations and issues specific to managing a residential facility. 
  • Ability to develop strong working relationships with community agencies.
  • Experience working in multicultural communities.
  • Establish relationships with psychiatric hospitals, and community resources.
  • Ability to work cooperatively with clinicians, police, and community members.
  • Successful leadership skills and abilities.
  • Enjoys working with law enforcement and the community.
  • Ability to organize, prioritize and manage multiple tasks to meet deadlines.
  • Demonstrated ability managing competing tasks in fast-paced environments.
  • Flexibility in meeting changing priorities as the work requires.
  • Able to monitor the impact of services provided and make adjustments as needed.
  • Able to function as part of a clinical team and possess strong interpersonal skills.

MINIMUM QUALIFICATIONS:

  • Master’s degree in counseling, psychology, social work, or a related field preferred. 
  • Managerial experience preferred. 
  • Strong operational and administrative work experience required. 
  • Strong knowledge of crisis management, crisis intervention, and de-escalation techniques required.
