Program Manager

Direct and oversee end-to-end program delivery for networking and fiber initiatives. Manage service provider networks supporting 500+ locations across 5,000+ square miles, ensuring high availability and compliance. Develop program plans, budgets, and schedules aligned with client objectives and regulatory requirements. Lead cross-functional teams and vendors to deliver projects on time and within budget. Implement risk management strategies and maintain executive-level reporting on KPIs and financials. Travel to the client site in Sacramento, CA may be required on an as-requested basis. 10+ years of project and program management experience in IT infrastructure. 5+ years managing service provider networks supporting 500+ locations across 5,000+ square miles. Bachelor's degree in a related field OR PMI PMP Certification. Program Management Excellence Proven ability to manage multi-million-dollar IT programs with complex dependencies. Expertise in governance frameworks (PMO standards, ITIL, COBIT). Strong experience in vendor and contract management for large-scale network and fiber deployments. Networking & Fiber Specialization Strong technical background in networking technologies (LAN/WAN, SD-WAN, MPLS) and fiber infrastructure. Deep knowledge of fiber optic design, installation, and maintenance. Familiarity with network architecture, routing protocols, and security standards. Experience with SD-WAN, MPLS, and cloud networking solutions. Public Sector & Compliance Understanding of state/local government procurement processes and compliance requirements. Ability to navigate regulatory frameworks for public sector IT projects. PMP (Project Management Professional) - PMI PgMP (Program Management Professional) - PMI ITIL v4 Foundation or higher Certified Fiber Optic Technician (CFOT) Cisco Certified Network Professional (CCNP) or equivalent Certified ScrumMaster (CSM) for Agile environments
