Program Manager

The Program Manager (PM) is responsible for overall management, execution, and performance of a Department of Defense (DoD) STEM education and workforce development contract supporting national defense initiatives. This position provides strategic, operational, and technical leadership to ensure successful delivery of STEM outreach, application processing, evaluation, financial administration, data management, reporting, and workshop execution services in accordance with federal regulations and contract requirements.

The Program Manager serves as the primary point of contact with the Government Program Manager (GPM), Contracting Officer (CO), and Contracting Officer’s Representative (COR), and is accountable for all contract deliverables, personnel management, and program outcomes.

Required Qualifications

• Bachelor’s degree in STEM, business, public administration, education, or related field (Master’s preferred).

• 8–12+ years of program or project management experience supporting federal or DoD programs.

• Demonstrated experience managing complex, multi-task federal contracts.

• Experience overseeing education, STEM, workforce development, or research support programs.

• Strong knowledge of federal contracting environments and compliance requirements.

• Proven leadership managing cross-functional teams and multiple stakeholders.

• Experience with financial oversight, reporting, and program analytics.

• U.S. citizenship and ability to obtain and maintain required security clearance.

Preferred Qualifications

• PMP, PgMP, or equivalent project/program management certification.

• Experience supporting DoD STEM, HBCU/MI, or workforce pipeline programs.

• Familiarity with DoD data security, privacy, and reporting systems.

• Experience managing large-scale application or scholarship/fellowship programs.

• Knowledge of federal travel regulations and stipend/financial administration.
