Program Manager- Access & Recovery Center (Twin Cities)
People Incorporated Mental Health Services is seeking a Program Manager to help lead our Access & Recovery Center (ARC) Outreach Team based out of our drop-in center in St. Paul and our dropin center at Northside Community Support Program. The Program Manager will plan, direct and coordinate program services in this intermediate-level managerial role. Develop and implement program policies and procedures, ensuring employees are properly trained and that services are delivered in accordance with organization and licensing requirements. Responsible for assisting in creation of program budget and managing to that budget. We utilize a person-centered team approach to help clients meet their goals and better manage overall wellness and mental health. We offer a different approach to homeless outreach, utilizing expertise across multiple programs to address co-occurring conditions of mental health, substance use, and/or other complexities. The ARC Outreach Team simultaneously embeds ARMHS and Outreach services for adults, treating individuals experiencing housing instability and co-occurring mental health illnesses.
Northside Community support is a community support program offering wellness services to Hennepin County communities that are underserved. We are expanding the program into a wellness hub providing access and support for recovery. We provide access to various community-based services such as recreational activities, support for job seekers, housing support, therapy, occupational therapy, Art, ARMHS services, and community events.
Schedule: Full-Time, Monday - Friday 8:00am-4:30pm/ 7:30am - 4:00pm

Hiring Range: Salary variable on licensure and qualifications.
- Unlicensed Program Manager: $63,268 -$ 71,171, plus $1,000 hiring bonus for external candidates.
- Licensed Program Manager: $83,665 - $89,122, plus $2,000 hiring bonus for external candidates.

Main Job Duties:
- Support organization’s Mission, Vision and Values as well as program and organizational policies, procedures, and service standards, ensuring staff understand and integrate accordingly.
- Responsible for overseeing a program’s staff, budget, licensing, and compliance requirements.
- Manage program time and work schedules, ensuring proper staffing occurs to meet the needs of the clients.
- Manage the work of assigned program staff to ensure adherence to quality standards and proper procedures, providing coaching when errors or problems are discovered.
- Provide supervision to all assigned employees on a regular and reoccurring basis.
- Attract, hire and retain high-quality staff and provide training, assess strengths and development needs, and provide timely and specific feedback.
- Establish proper authority relationships among members of the work group and create a congenial work environment while supporting workplace policy and procedures.
- Able to communicate finance, human resources, IT and quality assurance matters to staff.
- Routinely conducts compliance and quality assurance activities through reviews, meetings, reports, and observation of results, according to professional practice standards and regulatory compliance.
- Provide guidance and evaluation of client development plans and progress toward identified goals.
- Serve as a specialist responsible for gathering facts, analyzing findings, reaching logical conclusions, and making recommendations on confidential or highly sensitive projects.
- Partner with senior leaders on maintaining program budget needs and providing guidance to staff to ensure that all financial protocols are followed.
- Partner with senior leaders on analyzing proposed legislation, regulations, or rule changes to determine impact on services.
- Analyze internal processes, recommending and implementing procedural or policy changes to improve operations.
Requirements
Required Qualifications: Unlicensed Program Manager
- Bachelors Degree in the behavioral sciences, human services, or related field AND two years or 4,000 hours of prior supervisory experience.
- In lieu of a bachelor’s degree in behavioral science, human services, or related field, 4 years full-time experience providing services to individuals with mental health diagnoses AND two years or 4,000 hours of prior supervisor experience may be substituted.
- Completion of People Incorporated’sLink2Leadership may be substituted for one year of supervisory experience.
Required Qualifications: licensed Program Manager
- Master’s Degree in the behavioral sciences or related field (i.e. social work, psychology, marriage and family therapy from an accredited college or university)
- Three years or 6,000 hours of prior experience in the human services field with a preference towards servicing those with mental health symptoms.
- Two years or 4,000 hours of prior supervisory experience, or completion of Pe
ople Incorporated’s Link to Leadership Program.
Preferred Qualifications:
- Master’s degree in a related field.
- Candidates who hold an active and unrestricted license in the State of Minnesota (LAMFT, LGSW, LADC, LSW or LPC).
- Three years of prior supervisory experience.
