Job Description - Program Manager Community Centers



POSITION SUMMARY: 




The Program Manager for Community Centers will work directly with and report to the Director of Community Impact to oversee and implement a variety of community center programs and activities for community members of all ages in the Blossom Valley/Gilroy/South County areas and across the CCSCC network. This role is key in maintaining a safe, inclusive, and well-functioning environment by monitoring facilities and ensuring compliance with agency policies and applicable regulations. The Program Manager will lead and develop staff, ensuring every community member feels valued, supported, and connected to available resources and services. 




ESSENTIAL DUTIES AND RESPONSIBILITIES: 



Program Management, Community Engagement, and Advocacy 


  • Lead activities, projects, and events among multiple agency programs and partners to benefit the Gilroy, Blossom Valley, and other communities. 

  • Promote interagency collaboration through effective communication, ensuring stakeholders including community partners are timely informed of programs and events. 

  • Facilitate a family-centered, trauma-informed approach to ensure community members receive a seamless welcome. 

  • Advocate for the agency and its programs in the community, ensuring that the needs of the families served are represented and addressed. 

  • Serve as a key facilitator among programs, leaders, families, and clients, fostering opportunities for seamless program integration into neighborhoods. 

  • Stay informed about education, local, state and federal government policies affecting assigned programs and actively advocate for favorable conditions that benefit the communities served. 

  • Assist program participants in identifying barriers and issues that interfere with children’s healthy development and readiness to learn and support them in identifying strategies and resources. 

  • Monitor program participation and collect data for evaluation and reporting, ensuring decisions are data driven. 

  • Collaborate with the Parish Engagement services team to foster partnerships with Diocese of San Jose parishes to expand agency services and address social justice issues effectively. 

  • Foster close collaboration with local Parishes to advocate for and amplify community voices and deliver services based on Parish needs, promoting alignment with the agency's mission. 


Staff Supervision and Development 


  • Supervise, manage, and coach Community Center Specialists and other site-based staff, including hiring, training, and performance evaluations. 

  • Provide ongoing training and professional development opportunities to staff, fostering a culture of continuous improvement and high-quality service delivery. 

  • Conduct regular supervision and team meetings to align priorities, share updates, and address challenges. 


Financial Management and Fund Development 


  • Oversee assigned program budgets, ensuring fiscal responsibility and efficient allocation of resources to maximize program impact and sustainability. 

  • Collaborate with program and development leaders to seek and secure funding opportunities through grants, sponsorships, and partnerships. 





  • Support assigned grants and contracts to ensure timely completion of deliverables and effective communication with funders. 


Stakeholder Engagement 


  • Convene and lead stakeholder groups to address Strategic Plan priorities. 

  • Engage in outreach and coordination activities with families in neighboring schools, parishes, and other agencies to promote quality family-centric care. 

  • Collaborate with organizations to increase access to asset-building opportunities for clients. 

  • Support community leaders in ensuring that program participants have an active role in planning and service delivery. 


Data Management and Evaluation 


  • Oversee the measurement and reporting of program outcomes and impact, ensuring alignment with logic models and results-based practices. 

  • Gather and analyze feedback and data to identify barriers affecting families' access to resources and services, ensuring decisions are data driven. 

  • Compile narrative and data reports based on program review, accreditation, and funder requirements. 

  • Work closely with internal strategic plan workgroups and directors to develop and ensure utilization of program evaluation processes. 


Policy Development and Implementation 


  • Collaborate with staff to develop policies and procedures that ensure a high-quality environment for children and families. 

  • Work with the Director on communications to ensure effective participation in meetings related to the Footsteps Initiative. 

  • Inform community partners through reporting and evaluation of the gaps and barriers families experience in accessing resources. 


Internal and External Communication 


  • Share knowledge, resources, and best practices across the agency. 

  • Create, draft, and publish a bi-weekly internal bulletin that shares community updates and resources with agency staff. 

  • Provide culturally, linguistically, and developmentally appropriate resources in the community. 



QUALIFICATIONS: 




EDUCATION AND EXPERIENCE 






  • Bachelor’s degree from an accredited institution with major coursework in child development, health sciences, social services, public administration, psychology, education, business, or a related field; equivalent experience will be considered. 

  • Minimum of three (3) years of relevant experience in family, child, youth, and community development, with a strong understanding of diverse populations. 

  • At least two (2) years of management or leadership experience. 



REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES 




  • Proficient in English; bilingual in Spanish or Vietnamese is highly preferred. 

  • Knowledgeable local community resources and organizations. 

  • Strong organizational and time management skills, including the ability to run effective meetings. 

  • Ability to maintain confidentiality and a professional work environment. 

  • Experience working with diverse populations, demonstrating cultural sensitivity. 

  • Proficient with Microsoft Office Suite, and familiarity with Constant Contact and Canva is a plus. 

  • Ability to adapt and work effectively in a fast-paced environment. 



PHYSICAL REQUIREMENTS AND WORKING CONDITIONS 




  • Fast-paced, diverse, and dynamic environment. 

  • Ability to lift up to 25 lbs. and set up events, which may involve moving materials. 

  • Regular travel between sites and participation in offsite events as needed. 

  • Work in both indoor and outdoor settings, using a vehicle for travel. 



OTHER QUALIFICATIONS: 




  • Successful completion of a criminal background check via Livescan fingerprinting. 

  • Submission of TB test results. 





  • Valid driver’s license and access to reliable transportation. 



HOURS AND OTHER CONDITIONS: 




  • Standard office hours are Monday through Friday, approximately from 9:00 a.m. to 6:00 p.m. 

  • This is a full-time, exempt position requiring flexibility to accommodate non-traditional hours, including evenings and weekends as necessary. 

  • Some travel between agency sites within Santa Clara County is .
