Job Description - Program Manager for Justice-Involved Services



Full-time


Description

Greater Nashua Mental Health is looking for a Program Manager for Justice-Involved Services to join our Substance Use Disorder & Integrated Care team! The Program Manager oversee operations of all justice-involved programming and ensure adherence to contractual obligations and fidelity models of each program, including, but not limited to: Recovery Court, U.S. Probation & Pretrial Services, Mental Health Court, and NH Dept. of Corrections Community Reentry. Develop and implement workflows and procedures that facilitate interdepartmental service coordination and collaboration, targeting the needs of individuals who are involved in the criminal justice system. Ensure timely response to referrals and coordinate access to care.

Duties & Responsibilities:   

  • Oversee contract deliverables with external organizations to provide clinical services to justice-involved individuals. 
  • Work with the Finance Department on budgets and invoicing.
  • Directly supervise Recovery Court Coordinator and Mental Health Court Liaison.
  • Coordinate with Contract funders and stakeholders, including but not limited to the Administrative Office of the Courts, Hillsborough County Department of Corrections (HCDOC), and Federal Probation regarding contracts, training, statewide meetings, and initiatives.
  • Provide training and support for clinical staff serving justice-involved clients regarding the key components of these evidence-based programs: 1) Target population based on risk-need and the risk-need-responsivity model. 2) Best practices in working with mandated clients (e.g., team communication and collaboration, high-level understanding of the legal requirements clients face, understanding their role within the team, leveraging the external motivation mandated clients are subject to).
  • Train clinical staff/supervisors on contract deliverables through periodic group or individual trainings/briefings and regular meetings.
  • Ensure staff are aware of and utilizing community resources for the justice-involved population, including applications and coordination for New Hampshire’s Judicial Branch’s Administrative Office of the Courts Community Housing Program.
  • Audit charts to ensure required documentation is present in files; notify and work with supervisors when documentation for the contract needs attention.
  • Ensure justice-involved clients receive services in alignment with contract requirements.
  • Collect and report output and outcome data.
  • Ensure effective engagement, timely service delivery, and effective coordination of communication with referring agencies.
  • Ensure staff are coordinating and delivering billable services, including IMR, Case Management, and Individual/Group therapy.
  • Directly provide 8-10 billable service hours per week: Intake, Case Management, IMR, and Individual/Group therapy.
  • Coordinate referrals to intake, assignment of services, and the discharge process for justice-involved clients.
  • Develop and oversee systems and workflows to ensure timely and effective communication and collaboration with referring agencies: 1) To support clients’ attendance and engagement.  2) Regarding risk-related issues (e.g., SI, HI, impairment, etc.) based on contract requirements and best practices.
  • Work with other supervisory clinical staff to implement initiatives/groups to support these clients (e.g., Cognitive Behavioral Groups targeting criminal beliefs/attitudes/ behaviors for Federal Probation clients).
  • Ensure effective service coordination for justice-involved clients involved in multiple GNMH programs (e.g., SUD and CSS) by establishing and overseeing systems such as case conferences, etc.
  • Outreach and market GNMH services to contracting agencies as well as other sources of referrals for justice-involved clients (e.g., Jail, Pre-trial services, Public Defenders, Juvenile Probation, etc.)

Requirements

Qualifications: 

  • Bachelor’s Degree in Human Services, Criminal Justice, Psychology 
  • Master’s degree is preferred
  • 1 to 2 years related work experience
  • Strong communication skills
  • Ability to manage complex teams across departments
  • Experience working with people diagnosed with mental health disorders, co-occurring severe mental illness, and substance use disorders
  • Ability to lead and guide staff. Flexible, willing to learn, and anticipates the needs of self and staff
  • Familiarity with community resources
  • Ability to coach / teach effectively
  • Demonstrated skills in crisis intervention
  • Strong collaboration skills, and an ability to work effectively both independently and as part of a team
  • Comfortable in a fast-paced environment with frequent deadlines; high energy, self-motivated, and proactive
  • Excellent communication and interpersonal skills
  • Ability to multitask and be flexible about workload and assignments
  • Ability to problem-solve and exercise judgment
  • Excellent organizational skills
  • Knowledge of Microsoft Office products (Email, Word, EXCEL)
  • Must possess a valid driver’s license and automobile with liability insurance in the amount required by agency policy
