The Program Manager lll has a strategic role with responsibilities that include the operational oversight of programs, business development that includes capture and proposal development, and product development that includes an understanding of market needs and product growth planning and execution. The Program Manager lll is directly responsible for managing the resources under their purview to ensure on time and on budget product deliveries. As a hybrid operational and business development profession, this role is expected to skillfully manage the programs assigned while also seeking out opportunities and developing relationships to grow an existing portfolio. This role requires strong communication and leadership skills to coordinate and collaborate with both external clients and internal stakeholders with a thorough understanding of DOD acquisition processes. The Program Manager will work closely with the clients and subcontractors to define the program’s objectives and drive execution.
Essential Functions / Responsibility:
- Own end-to-end program management for Program initiatives, ensuring delivery against contractual scope, schedule, cost, and performance objectives.
- Serve as the single point of accountability for integrated program planning and execution across Engineering, Sales, Finance, Production, Field Service, and external partners (including Prime contractors and subcontractors).
- Act as the primary customer interface and trusted advisor to DoD stakeholders and Prime counterparts; lead customer engagement planning, milestone execution, acceptance, and after-action feedback
- Establish and maintain program governance, including RACI, decision authority, escalation paths, and operating cadence (e.g., weekly execution reviews, PMRs, technical interchange meetings, and milestone gates).
- Develop and manage the Integrated Master Schedule (IMS) and execution plans; identify critical path, manage cross-team dependencies, and drive corrective actions to protect delivery dates.
- Coordinate technical, operational, budget, and on-site execution responsibilities to eliminate gaps in ownership and ensure readiness for customer events (test, delivery, fielding, acceptance).
- Lead program-level risk, issue, and dependency management; maintain actionable risk registers and drive mitigation plans and closure, escalating as needed.
- Own change management and configuration discipline, including requirements traceability, baseline control, and formal change control processes for scope/schedule/cost impacts.
- Standardize and continuously improve program execution processes, including status reporting, action-item tracking, decision logs, and artifact quality consistent with customer and Prime expectations.
- Provide accurate, decision-ready program status to leadership and stakeholders, including performance metrics, staffing impacts, forecast updates, and recommended actions.
Capture, Business Development, Revenue Growth
- Identify, qualify, and shape revenue-generating opportunities (follow-on work, new starts, task orders, engineering changes, sustainment) through sustained engagement with DoD program offices, mission users, and Prime partners.
- Support capture management by developing customer intimacy, validating requirements and acquisition intent, and translating mission needs into executable solutions and win strategies.
- Help identify or shape funding pathways and acquisition approaches (e.g., color-of-money considerations, timing windows, program alignment, contract vehicles) to enable pursuit decisions and proposal
- Contribute to opportunity pipeline development by maintaining account intelligence, tracking customer priorities, and identifying competitive landscape and teaming needs.
- Partner with proposal teams to strengthen win probability by providing customer insights, shaping solutions, supporting pricing and staffing realism, and reviewing proposal artifacts for executability and
- Carry an annual revenue bookings quota and partner with cross-functional teams to drive pipeline, close deals, and achieve company revenue targets.
Customer Events, Travel, Contract Performance
- Travel to headquarters in Columbia Falls, MT
and the production facility in Libby, MT
to assess execution status, resolve issues, and ensure production/fielding readiness; travel to customer sites to support key milestones and relationship-building.
- Lead customer-facing deliverables and communications, including progress reports, requirements documentation, briefings, and visit plans; ensure contractual milestones and key dates are tracked and
- Promote and enforce workplace safety and support governance of environmental and facility-related compliance requirements as applicable to program execution.
Basic Knowledge Desired:
- Demonstrated success leading complex, early-development and execution programs with full ownership of scope, schedule, cost, and delivery outcomes.
- Proven experience transitioning engineered solutions into production for Aerospace/Defense customers, including manufacturing readiness and acceptance milestones.
- Strong executive-level leadership and judgment; able to prioritize, make tradeoffs, and drive accountability across technical and operational teams.
- Expert at cross-functional execution across engineering, production/operations, finance, sales/BD, and field service—aligning stakeholders to a single plan.
- Highly effective customer and Prime-facing communicator; able to brief program health, manage escalations, and drive alignment at senior levels.
- Advanced understanding of program financial management and cost structure (direct/indirect labor, overhead, materials, ODCs), forecasting, and margin protection.
- Deep working knowledge of manufacturing execution, quality systems, and production performance drivers impacting cost and schedule.

Physical Demands:
- Ability to stand and sit for extended periods. Manual dexterity to operate office equipment.
- Occasionally lift and/or move up to 20 pounds.
- Travel up to 20% of the time to support marketing objectives, attend seminars, promotions, customer demonstrations, customer facing project kickoffs, in-person project scope meetings.
Working Environment:
- Professional office environment with regular interaction with guests, clients, team members, and vendors.
- Typical indoor manufacturing environment. Noise level is usually moderate. Safety glasses and closed-toe shoes are required when on the production floor.
- Everyday workwear must be business casual/smart casual and appropriate for the office environment.
- Subject to temperatures fluctuations if/when job duties require time on the production floor.
- Periodically required to work off the company premises for client visits, & other business
Qualifications & Experience:
- BA / BS degree in Business, Industrial Technology / Engineering, Management, or related discipline strongly desired. PMP certification strongly
- 4-6 years of direct work in a program management capacity, or an equivalent combination of education and experience. 3-4 years of P&L accountability experience, reporting to senior management on the financial performance of a program or project.
- Active secret clearance strongly Valid driver’s license in good standing.
