Program Manager IV

The Program Manager IV – Proposal Execution serves as the Proposal Content Lead for program proposals. This role is responsible for ensuring proposed solutions deliver customer value and can be successfully executed by the organization. The Program Manager IV develops executable program plans, validates schedules and resource requirements, assesses risk, ensures customer requirements are addressed, and aligns cross-functional stakeholders to support successful proposal development and program execution.

Acting as the voice of execution readiness, this role ensures customer commitments are achievable and aligned with organizational capabilities.

The Program Manager IV manages the overall execution of the project and coordination of the project team by communicating with stakeholders, managing project reporting on deliverables, supporting project delivery and aligning with the company’s overall goals.

• Partner with Business Development, Engineering, and Operations to develop solutions that strengthen customer relationships and support business growth.
• Align proposals and execution strategies to customer missions, priorities, and desired outcomes.
• Evaluate opportunities and risks by balancing technical performance, cost, schedule, and execution risk.
• Present proposal schedules, resource plans, risks, assumptions, and execution strategies during proposal reviews and approval gates.
• Build alignment among stakeholders and resolve conflicts related to scope, resources, schedule, and execution strategy.
• Support transition of awarded opportunities into program execution.
• Serve as the Proposal Content Lead for proposal efforts from opportunity assessment through proposal submission.
• Develop executable program plans, resource-loaded schedules, and planning assumptions for production, development, and NPI opportunities.
• Validate organizational readiness by assessing resource availability, manufacturing capacity, material lead times, and operational constraints.
• Establish realistic delivery commitments and execution strategies that support successful program execution upon contract award.
• Validate that proposed scope, schedule, cost, and technical requirements can be successfully executed by the organization.
• Coordinate proposal activities across Engineering, Operations, Manufacturing, Quality, Supply Chain, Finance, and Business Development.
• Lead proposal planning reviews and drive closure of action items.
