Job Description - Program Planner I

Description

Job Summary

Responsible for developing, organizing, and supervising a wide range of recreational programs, leagues, and special events for participants of all ages. Coordinates facility use, manages program budgets, oversees seasonal staff, and ensures effective promotion and evaluation of activities. This position reports to the Senior Program Planner.

Major Essential Duties

  • Plan and implement year-round recreational programs, including athletic leagues, events, and youth/adult activities.
  • Coordinate scheduling and facility use with other organizations and partners.
  • Supervise full-time, part-time, and seasonal staff assigned to programs.
  • Maintain program records, attendance rosters, and budget documentation.
  • Develop promotional content, including flyers, ads, and event signage.
  • Instruct and lead programs as needed, serving as point of contact during program hours.
  • Participate in staff recruitment, onboarding, and training.
  • Prepare program budgets and assist the Director with special projects and long-term planning.
  • Respond to public inquiries and concerns related to programs or facility use.
  • Evaluate programs for quality, participation, and public impact.

Minor Essential Duties

  • Assist with community events and outreach activities.
  • Perform other duties as assigned by the Senior Program Planner or Parks Director.

Supervisory Responsibilities

  • Provides direct supervision of assigned program staff, part-time workers, and volunteers.
  • Supports scheduling, performance feedback, and training in accordance with department standards.

Relationships

  • Reports to the Deputy Director of Parks and Recreation/Director of Parks and Recreation.
  • Works closely with Parks staff, community partners, and the public.

Requirements

Qualifications

Education and/or Experience

  • Bachelor’s degree in recreation management, leisure studies, or related field required.
  • Experience in recreation programming, event planning, or athletic coordination preferred.
  • An equivalent combination of education and relevant experience may be considered. 
  • 2+ years of related experience in recreation programming, camp coordination, or athletic program management required.

Language Skills

  • Knowledge of computer programs and operation
  • Ability to respond to inquiries and/or complaints from employees, regulatory agencies and vendors
  • Ability to write reports and business correspondence
  • Possess strong oral, written and listening communication skills
  • Respond to sensitive inquiries
  • Ability to maintain spreadsheet, budget and financial records

Mathematical Skills

  • Ability to add, subtract, multiply, and divide in all units of measure using whole numbers, common fractions, and decimals
  • Ability to compute ratio and percent, and to draw and interpret graphs
  • Ability to apply concepts of algebra, geometry, and statistics as needed

Reasoning Skills

  • Solve practical problems while dealing with several abstract and concrete variables
  • Interpret an extensive variety of complex technical and instructional information
  • Make decisions which serve the best interest of the County and impact the areas over which authority is exerted

Certificates, Licenses, Registrations

  • Must have or be able to obtain promptly, a Commonwealth of Kentucky motor vehicle operator’s permit
  • Candidates with NRPA issued Certified Parks and Recreation Professional Certification (CPRP) is preferred.  

Other Knowledge and/or Skills

  • Strong organizational and leadership skills.
  • Ability to plan, coordinate, and evaluate recreational programs.
  • Proficient in Microsoft Office Suite and recreation software systems.
  • Ability to communicate clearly and professionally, both verbally and in writing.
  • Knowledge of community-based recreation trends and program development strategies.
  • Ability to work independently with limited supervision.
  • Comfortable working with all age groups in a public-facing role.

Manual Dexterity

  • Frequent use of hands for typing, writing, and operating basic office equipment.
  • Occasional use of sports, event, or maintenance equipment.

Physical Demands

  • Occasionally (over 2/3 of a regular workday)

  • Occasionally (under 1/3 of regular workday)

  • Reach with hands and arms
  • Lift and/or move up to 30 pounds
  • Vision requirements include close, distance, color and peripheral vision, depth perception and the ability to adjust focus

Work Environment

  • The noise level is usually moderate
  • Temperature level will vary from extreme cold to extreme heat
  • Moisture level will vary from extreme dry to rain, snow, and ice conditions
  • Must be comfortable working outside, in all conditions

  • Must maintain confidentiality when required 
  • Must be 18 years or older
  • Must be bondable

Hours:

  • Standard 40-hour work week (Monday-Friday 8AM-5PM)
  • Weekend/evening hours will be required, as the need arises
