Job Description - Program Specialist

The CHA will begin reviewing applications and interviewing immediately upon submission. Once an individual has been hired for this role, this posting will be closed. This posting will be open for submissions no later than February 16th, 2026.




Position Description


 


The Program Specialist provides technical, program and day-to-day business operational support to the Director of Housing Operations.  To the extent possible, assures goals and objectives are met or exceeded.  When goals and objectives are not met, develops strategies that will progress toward meeting the performance thresholds.


 


Essential Duties and Responsibilities


 


The statements contained herein generally describe the principal functions of this job, the level of knowledge and skill typically required and the scope of responsibility, but should not be considered an all-inclusive listing of work requirements.  Individuals may perform other duties as assigned including work in other functional areas to cover absences or relieve others, to equalize peak work periods or otherwise balance the workload.


 



  1. Maintains and sustains operational processes and procedures by tracking program and process compliance and results; ensures process integrity, quality, security and enforcement of CHA procedures and policies.

  2. Maintains affordable housing program documentation neatly, accurately, completely, and in accordance with CHA policy and HUD regulations; strictly observes security, information access, and file maintenance procedures to assure confidentiality of client information.

  3. Accesses the HUD Enterprise Income Verification system and various private and government-sponsored online participant and program information verification systems.

  4. Assists in maintaining Housing Operations Department policy documents, procedures, forms and information organization.

  5. Prepares various documents, graphs, spreadsheets, preliminary and final reports for the Housing Operations Department.

  6. Conducts budget and expense analyses, identifies areas where efficiencies may be gained, obtains industry financial information and benchmarks CHA operations against industry competitors, prepares, explains and communicates findings through reports and presentations.

  7. Assists in day-to-day implementation of all aspects of the operation and activities of the office of the Housing Operations Department.

  8. Exhibits and encourages behaviors that uphold CHA’s core values.

  9. Keeps abreast of HUD, federal, state, and local rules and regulations impacting assigned programs and makes recommendations to the Director of Housing Operations.

  10. Establishes and maintains effective working relationships with the CHA Board, employees, residents, participants, landlords (as applicable), contractors, as well as city, state, and federal officials and works harmoniously with community stakeholders.

  11. Attends and/or participates in various meetings related to the CHA as required.

  12. Reports consistently to assigned work location(s) in accordance with established work


         schedule.  Must be reliable.


   13. Provides outstanding customer service by responding to phone calls, emails, and written correspondence in a timely, efficient, and appropriate manner.


   14. Handles confidential matters with discretion.


   15. Performs other duties as directed.


 


 


Required Knowledge, Skills and Abilities




  1. Strong interpersonal skills and ability to communicate with people from a broad range of ethnic and socio-economic backgrounds. Effective communication ability, both orally and in writing.

  2. Ability to work independently and in-group settings and use sound judgment in decision-making and problem solving.

  3. Ability to operate commonly used office equipment, especially the use of personal computers for word processing and spreadsheet applications, scanners, and copiers.

  4. Demonstrated knowledge of general office software: operating system usage including concepts of network file storage; Microsoft word processing and spreadsheet software usage at the intermediate level; internet browser and internet resource usage; CHA’s enterprise resource planning software; and maintenance of computer and network resource security.

  5. Strong organizational ability, detail-oriented; able to sustain detailed procedures, processes and documentation over time with low rates of error.

  6. Knowledge of the laws and regulations governing affordable housing programs, Fair Housing, and landlord/tenant law.

  7. Ability to understand, interpret, formulate, explain, and implement complex policies, regulations, and procedures governing Departmental operations.

  8. Demonstrated ability to prepare and evaluate professional and technical reports, forms, tracking logs, and other documents.


 


Minimum Education, Training, and/or Experience


 



  1. Graduation from an accredited college or university. Degree in Business, Public Administration or other position-related field is preferred.

  2. A minimum of three years’ experience in similar roles is preferred.

  3. Any equivalent combination of education, training, and experience which, in the sole determination of the Director of Housing Operations, provides the required knowledge and abilities may be considered sufficient.



Physical/Mental Requirements


 



  1. Level of manual dexterity sufficient to allow for operation of office equipment.

  2. Ability to move, handle, or lift small objects around desk area.

  3. Ability to drive, stand, walk, climb stairs, stoop, kneel, crouch on a repeated basis throughout the workday as situations may occasionally demand.


 


Special Requirements


 



  1. Must possess a valid driver's license, have reliable transportation, and be insurable under CHA’s automobile insurance.

  2. Criminal background checks and drug screenings will be performed.

  3. Must be bondable.
