Job Description - Programs Manager


  

The Programs Manager will be responsible for overseeing the day-to-day operations, strategic direction, and continuous improvement of The Emergency Food Assistance Program (TEFAP), Temporary Assistance for Needy Families (TANF), and USDA Commodity Supplemental Food Program (CSFP) programs offered within the food bank, which include Mobile Pantries, Senior Groceries, Home Delivery, and other programs. This role involves managing a team, coordinating logistics, ensuring compliance with food bank and Feeding America requirements, and ensuring that each program meets its goals for service delivery, community impact, and efficiency, with additional tasks needed to ensure the success of the program and organization. The Manager plays a critical role in strengthening systems, documentation, and processes to ensure consistency, equity, and continuity across the team and the food bank network.

 


Requirements

   

Key Responsibilities: 

Program Management and Strategic Oversight 

· Lead the planning, execution, and continuous improvement of the Emergency Food Assistance Program (TEFAP), Temporary Assistance for Needy Families (TANF), and USDA Commodity Supplemental Food Program (CSFP) programs offered by the Community Food Bank. 

· Set and track annual program goals and key performance indicators in alignment with the organization’s mission and strategic plan.  

· Analyze data to make high-level decisions about food distribution strategies across the 12-county service area.  

· Identify gaps, opportunities, and inefficiencies in current programs and recommend improvements that enhance partner experience and community impact. 

Personnel Management 

· Supervise, develop, and evaluate the performance goals and objectives of program staff; responsible for hiring, training, coaching, and disciplinary action.  

· Provide strategic leadership, goal setting, and professional development to direct reports.  

· Foster a collaborative, inclusive team culture aligned with CFB’s mission and values 

Compliance and Operational Oversight 

· Ensure all programs comply with USDA, Feeding America, food safety, and federal/state regulations.  

· Oversee required site visits, audits, recall protocols, and partner documentation.  

· Coordinate closely with operations and logistics to ensure accurate, timely, and efficient delivery of services.  

Data Tracking and Reporting 

· Lead the development and application of monitoring, evaluation, and learning (MEL) frameworks.  

· Use Primarius, Tableau, and other internal data systems to generate reports for grants, audits, and internal assessments.  

Communications 

· Provide insight into the Partner Engagement newsletter, online partner portal, and other forms of communication to aid CFB partners. 

· Maintain an effective and consistent communication strategy with the PE Director. 

Qualifications: 

Education and Experience 

· Bachelor’s degree from an accredited college or university.  

Skills and Abilities 

· Excellent public speaking skills in a variety of settings  

· Bilingual (English/Spanish) preferred  

· Must have excellent time management skills and ability to multi-task.  

· Excellent customer service and relationship building/interpersonal skills.  

· Excellent communication skills (written and oral).  

· Self-starter, work independently as well as work effectively in a team.  

· Ability to travel throughout the service area for meetings  

· Ability to motivate others and foster an energizing, cooperative environment.  

· Must possess the ability to work under changing conditions yet remain tactful and professional  

· Commitment to understanding and supporting CFB’s mission and demonstrating compassion and an understanding of food insecurity  

· Experience with data collection and relationship building  

· Current SERV Safe certification or ability to obtain within 3 months of hire  

· Proficiency in using databases and Microsoft Office Professional Suite.  

· Valid Alabama driver’s license and vehicle insurance.

$64,272.00-$72,306.00
