We’re currently seeking a highly motivated Project Controls Specialist located in Seattle, WA.
Required Education:
- Bachelor's degree in Construction Management, Engineering, Finance, Business Administration, or related field
Preferred Certifications:
- Certified Cost Professional (CCP) or AACE certification
Required Qualifications:
In order to become a candidate, you must possess the following skills and abilities.
- Minimum 5 years of project controls experience on capital construction projects
- Demonstrated experience with cost estimating across multiple design phases
- Experience with budget management, forecasting, and variance analysis-
- Experience with projects similar in scope and complexity including: Civil and infrastructure projects Facility renovations and tenant improvements
- Projects in regulated or operationally complex environments
- Proficiency in project scheduling software (Primavera P6, Microsoft Project, or equivalent)
- Advanced Excel skills for cost tracking, analysis, and reporting
- Experience with cost estimating software and databases
- Familiarity with earned value management concepts
- Strong analytical and data management capabilities
- Experience with project management information
Responsibilities:
- Develop and maintain project cost estimates at each design phase (conceptual, schematic, design development, construction documents)
- Prepare Rough Order of Magnitude (ROM) cost estimations for planning studies and feasibility analyses- Review and validate contractor/consultant invoices for accuracy against contract terms-
- Track and report actual costs against budget, identifying variances and trends- Coordinate with in-house and design consultant resources on cost estimate development
- Manage project budgets including tracking commitments, expenditures, and forecasts
- Calculate and maintain Estimate at Completion (EAC) for assigned projects
- Prepare quarterly cash flow updates and projections
- Provide weekly and quarterly project reporting on budget status per Port reporting requirements
- Support preparation of Investment Committee Record Forms and budget-related Commission authorization documents
- Complete Discretionary Change Documents and track budget impacts of changes
- Develop and maintain project schedules from planning through construction closeout
- Track schedule performance and identify critical path items
- Coordinate schedule updates with Project Managers, design teams, and construction management
- Provide schedule status reporting for weekly and quarterly project updates
- Support schedule-related risk identification and mitigation planning
- Maintain cost and schedule documentation on project SharePoint sites consistent with Port filing structure- Prepare cost/schedule sections of Project Notebooks and Project Definition Documents
- Support preparation of memorandums and presentations for Commission authorization
- Attend staff, program, Oversight, and Investment Committee meetings as required
- Provide project controls input for Monthly Amounts Paid (MAPs) reporting
Preferred Skills/Abilities:
- Planning and Scheduling Professional (PSP) certification
- PMP certification- Experience with Port of Seattle or other port authority projects-
- Experience with IDIQ/on-call contract delivery models
- Knowledge of maritime facility construction and operation
- Experience with public agency financial reporting requirements
- Familiarity with Commission/Board authorization processes
Salary: $50-60/HR
Bonus Pay:
A bonus may be granted to employees depending on individual performance, employee utilization, attendance, tenure, and furtherance of other non-financial corporate goals; bonus opportunities are available at management’s discretion.
