Project Controls Specialist

Location: Bath County Power Station – Warm Springs, VA (Onsite Only)
Schedule: Full-time, 40 hrs/week
Assignment Length: 12+ months (3,640 total hours)
Pay: $50–$58/hr
Additional Compensation:

  • $500 mobilization (if authorized)
  • $500 demobilization (if authorized)
  • Per diem eligibility at GSA CONUS rates (if qualified)

About the Role

The Project Controls Specialist supports the Project Manager and Project Controls Coordinator in managing financial, contractual, and reporting activities for capital and maintenance projects at a major power generation facility. This role is highly detail-oriented and requires strong experience in project controls within the power generation or electric utility industry.

This is a fully onsite position with no remote option.

Key Responsibilities

Purchase Orders & Change Orders

  • Create and submit purchase order requisitions to support procurement.
  • Track PO milestones, funding levels, and validity dates.
  • Prepare and submit change order requisitions and maintain cumulative change order logs.

Financial Tracking & Forecasting

  • Partner with Project Managers and financial analysts to develop monthly cost forecasts.
  • Extract and analyze SAP cost reports for assigned projects.
  • Track variances between forecasted and actual spend and identify cost optimization opportunities.

Project Closeout

  • Coordinate with project, finance, and accounting teams to support asset unitization and retirement.
  • Assist with accounting closeout activities and update project metrics.

Capital Budgeting & Planning

  • Support development and maintenance of Project Request Forms (PRFs).
  • Track Estimate Request statuses and follow up on pending items.
  • Assist with capital planning cycles.

Audit & Compliance Support

  • Collect, organize, and maintain documentation for audits and regulatory filings.
  • Support responses for biennial audits, rate case audits, Rider filings, and interrogatories.

Additional Duties

  • Maintain familiarity with project management filing structures.
  • Support general project controls functions and recommend process improvements.

Required Qualifications

Education

  • High School Diploma or equivalent (required)

Experience

  • Demonstrated experience in project controls, finance, or project accounting
  • Familiarity with budgeting, forecasting, requisitions, and contract tracking
  • Power station or electric utility experience strongly preferred

Technical Skills

  • SAP proficiency (preferred; ability to learn required)
  • Microsoft Office Suite (Word, Excel, Outlook)
  • Experience with PowerApps, Power BI, or PowerPlan is a plus

  • Ability to work independently with minimal supervision
