Job Description - Project Coordinator II - SWIM

JOB SUMMARY


 


Works closely with stormwater maintenance and repair contractors and District staff to coordinate maintenance and repair projects. Reviews, evaluates and provides suggested improvements to current maintenance and repair projects. Maintains detailed documentation of all maintenance and repair projects and findings. Provides on-site inspections during maintenance and repair projects and ensures maintenance and repair projects comply with Sewer District specifications. Maintains good public and District relations with property owners, agencies and communities. Performs other duties of a similar nature, as required.


 


ESSENTIAL FUNCTIONS


 


- Responsible for coordinating the planning, scoping, negotiating, cost estimating, quoting, regulatory approval, property access, scheduling and project implementation of sediment and debris maintenance projects.


 


- Leads the planning, scoping, negotiating, cost estimating, regulatory approval, property access, scheduling and project implementation of asset repair projects.


 


- Provides on-site inspections during sediment and debris maintenance and repair projects as needed and on a scheduled basis.


 


- Develops maintenance inspection  records and daily repair project reports and provides update reports to property owners and other District staff as needed.


 


- Provides technical assistance on impacts to asset construction materials including wood, masonry, concrete, corrugated metal and steel.


 


- Provides maintenance documentation and documentation control in the maintenance management software system.


 


- Assists with making recommendations for immediate and long-term maintenance and construction projects, including project prioritization and phasing.


 


- Coordinates and facilitates stormwater maintenance related best practices, policies and procedures to ensure projects are meeting all regulatory requirements and are delivered in a coordinated and consistent manner.


 


- Coordinates the development of all technical maintenance specifications for contracts, RFQs and RFPs and participates in the review of all draft contracts, RFQs and RFPs.


 


- Participates in communication with property owners, agencies and communities regarding necessary maintenance needs. 


 


- Builds and maintains good public and District relations by coordinating with member communities on maintenance activities.


 


- Responsible for responding to service request and work orders.


 


- Provides leadership and mentoring to Stormwater Maintenance Project Coordinator I position.


 


- Performs other duties of a similar nature as may be required.


 


MINIMUM JOB REQUIREMENTS


 


EDUCATION


 


Candidate must possess associate degree, preferably in Engineering, Environmental Science, Geology, Hydrology or Hydrologic sciences or a closely related field.  Bachelor’s degree preferred.  


 


EXPERIENCE


 


- Candidate must possess five (5) years of experience in performing predictive and/or preventive maintenance throughout waterways, streams, public water systems and/or wastewater treatment systems. Experience in stormwater management and erosion and sedimentation control is strongly preferred.


 


- Experience must include three (3) years of effective managing projects.


 


OTHER REQUIREMENTS


 


LICENSURE AND CERTIFICATIONS


 


- Candidate must possess Confined Space Entry certification or be able to attain certification within one (1) year of employment.


 


- Certified Professional in Erosion and Sediment Control (CPESC) or similar stormwater certification preferred.


 


- Candidate must possess a valid driver’s license with a driving record in accordance with the District’s acceptable guidelines.


 


 


KNOWLEDGE, SKILLS AND ABILITIES


 


- Candidate must possess knowledge in performing predictive and/or preventive maintenance through waterways, streams, public water systems and/or wastewater treatment systems. Knowledge of stream dynamics and processes.


 


- Candidate must possess must have excellent verbal and written communication, critical thinking, organizational skills, attention to detail, decision making and analytical skills. 


 


- Candidate must be able to effectively build and maintain relationships with various stakeholders, discern priorities and complete tasks effectively and efficiently, make informed decisions and communicate with a wide variety of stakeholders. 


 


- Experience with using ESRI GIS Software and field data collection tools.


 


 


 


PHYSICAL AND MENTAL REQUIREMENTS


 


While performing the essential functions of this position the employee must be able to compare, copy, compute, compile, analyze, coordinate, synthesize, negotiate, communicate and instruct. Ability to communicate while exhibiting strong interpersonal skills is required. Physical work will need to be performed, such as standing, sitting, walking, climbing, balancing, stooping, kneeling, crouching, reaching, handling, fingering, feeling, talking, hearing and control of others. Ability to lift up to 50 lbs. often is required. Position will require visual demands of near acuity, far acuity, depth perception, accommodation and color vision. The employee will be exposed to quiet, loud noises and very loud noises in the field. While working the employee will sometimes be exposed to extreme weather, extreme cold (non-weather related), extreme heat (non-weather related), atmospheric conditions, wet and/or humid conditions and confined/restricted working environments. Position required to perform confined space entry on the job.  Employees will be required to wear respirators, use air monitors, drive vehicles, use data collection tools such as tablets, use equipment to open and close manholes and use and operate tri-pod winch system to access underground structures.
