JOB SUMMARY

Project Engineer II will assist the project managers in planning, executing, and controlling costs for one or more heavy civil construction projects. Specific project responsibilities include developing and implementing safety and quality control plans, work plans, subcontractor management, materials and supplies ordering, logistics management, financial reporting, and cost and revenue forecasting. The Project Engineer II is also responsible for following project technical and reporting requirements. This includes adherence to plans, specifications, schedules, applicable codes and permits, and compliance with accepted engineering practices and company standards.

The base annual rate is

$115,000-$125,000.

This range represents the anticipated low and high end of the annual rate for this position. Actual annual rates will vary and are based on factors such as a candidate's qualifications, skills, and experience. A bonus may be provided as part of the compensation package as outlined in the company's bonus policy.

ESSENTIAL FUNCTIONS
Ensure that field activities adhere to contract plans, specs, and company policies.
Complete daily project reporting, including cost analysis, timekeeping, environmental and permit compliance, daily reports, Quality Assurance/Quality Control, quantities, and safety program documentation.
Perform data entry for project financial status, reporting, estimating, and proposal preparation.
Coordinate between office management and field management.
Ensure effective communication and coordination among all project participants.
Coordinate with the dispatcher to assist in tracking the dump truck fleet.
Perform duties as liaison with construction managers and other contacts to facilitate project objectives.
Maintain the current project schedule and project completion documentation and communicate this information regularly to the Project Manager/Sr Project Manager.
Work with Cost Accounting to manage the financial aspects of the contract to protect company interest and maintain good relations with customers.
Coordinate work schedules, communications, and work activities with job subcontractors.
Request supplies and materials to complete projects as needed.
Interpret and explain plans and contract terms to administrative staff, including job cost coding.
Formulate reports, including work progress and cost schedules.
Coordinate equipment usage, maintenance, and repairs.
Track and maintain equipment in construct software.
Assist in negotiation and buyout of subcontractors and vendors.
Coordinate scheduling of equipment and personnel.
Oversee the maintenance and setup of HCSS software, estimating platform, and HeavyJob project management platform.
Draft and review contracts for job submission and rental contracts.
Represent the company in project meetings as needed.
Assist Project Manager/Sr Project Manager with day-to-day tasks.
Work in a constant state of alertness and in a safe manner.
Perform other duties as assigned.

SUPERVISORY RESPONSIBILITIES

This position may assist the Superintended in directing work to the construction field personnel and subcontractors.

KNOWLEDGE, SKILLS, & ABILITIES
Technical knowledge of various field construction concepts, practices, and procedures.
Knowledge of construction, architectural, and building industry standard operating practices/procedures.
Knowledge of construction project scheduling, subcontracts, submittals, quality control, and safety.
Knowledge of heavy civil construction and ability to perform functions specific to the position.
Knowledgeable with job cost forecasting.
Strong personnel management skills and ability to enforce Federal, State, and company labor and employment regulations.
Ability to use judgment and discretion in making critical decisions. Ability to handle stressful situations and effectively plan and organize duties to meet deadlines.
Ability to work with concentration, accuracy, and attention to detail.
Possess excellent written and verbal communication skills.
Manage multiple projects simultaneously.
Perform under deadlines and adjust work schedule to meet goals.
Adaptability skills to allow you to adjust to project changes.
Ability to problem solve by gathering information, weighing pros and cons, and formulating solutions.
Use computers and software for communication, calculations, and documentation. Knowledge of Microsoft Office Suite and Microsoft Project is required.
Ability to utilize and work with Autodesk Civil 3D, HCSS HeavyBid, HCSS HeavyJob, Procore, and CostPoint accounting software is preferred.
Read and understand all types of plans and specifications.
Organizational and planning skills to effectively manage time, resources, and priorities to meet team goals.
Ability to mentor, advise, and train Project Engineers as required.
Ability to work in a Native Corporation multi-business environment.
Ability to operate a motor vehicle in a safe and efficient manner.
Ability to work on project site for 40%-50%.
Work requires willingness to work a flexible schedule, sometimes including weekends and holidays.

QUALIFICATIONS
A bachelor's degree in civil engineering or construction management is required. Experience and equivalent skills may be substituted.
3 years of experience as a Project Engineer or in a similar construction role is required.
Experience with scheduling, subcontracts, submittals, quality control and safety, and job cost forecasting required.
Valid state driver's license and qualified to operate a vehicle under the conditions of the Company's Driving Policy.
Ability to pass a drug, driving, and background screening.

Continuously: close vision (clear at 20" or less), thinking analytically.
