What is the Florida PALM Project?
The Florida PALM Project is an enterprise project to replace the State of Florida’s legacy accounting, payroll, information warehouse, and cash management systems, using an enterprise resource planning solution. The replacement of the cash management systems, known as the CMS Wave, was completed in July 2021. The next major implementation, the Financials, Payroll, and Data Warehouse / Business Intelligence Wave, is currently underway and scheduled for Go-Live in January 2027. The Department of Financial Services is leading this statewide initiative, which impacts stakeholders and users of the State’s financial data, including all State agencies.

Requirements:

• Four (4) years of project management, process improvement, operations support, and/or administrative experience. A post-secondary degree may be used as an alternative for years of experience on a year-for-year basis.


• Process evaluation and improvement.


• Preparation of progress and status reports.


• Collection and evaluation of data for reporting.

Preferences:

• Timeline or work breakdown structure creation and maintenance (e.g., project schedule).


• Budget preparation, request, and monitoring of State of Florida appropriated funds.


• Communication with multiple levels of an organization.


• Using Microsoft Office Suite use including Outlook, Word, and Excel.


• Using Microsoft Project.


• Report creation and metrics evaluation.


• Application of Florida Statutes and Administrative Code for project management.


• Experience in State of Florida budgeting, including preparation of Legislative Budget Requests.

SPECIAL NOTES: 

The annual salary range for this position will be $60,000.00 - $75,000.00.

Employees of the Department of Financial Services are paid on a monthly pay cycle.

This position requires a security background check, including fingerprint as a condition of employment.

BRIEF DESCRIPTION OF DUTIES:

This position assists in the execution of the Department of Financial Services’ responsibilities for Florida PALM and serves as a project management analyst. This position deals with complex policies and procedures associated with the implementation, maintenance and support of the State’s financial management solution  The work performed in this position is related to Florida PALM resource, schedule(s), performance, change, risk, action item, issue, decision, lessons learned, cost, and procurement management; and includes providing technical assistance in developing and maintaining procedures. Additionally, this position exercises independent judgment in formulating or assisting in the formulation of policies and procedures that affect budgeting, accounting, auditing and reporting of public funds. Extensive knowledge of Florida statutes and rules is necessary to develop and direct the policies and procedures used to implement and maintain a financial management solution.

Operational

• Serving as a project management subject matter expert and providing project management support to the Florida PALM team and leadership.

Project Management and Organizational Operations Responsibilities

• Supporting planning activities related to Florida PALM work and monitoring using schedules or other tools to promote timely and accurate scheduling and progress information.


• Supporting the development, review, timely completion, and distribution of required reports related to Florida PALM such as status, progress, budget, and production metrics.


• Reviewing Florida PALM documents to confirm adherence to Florida PALM quality standards or acceptance criteria.


• Coordinating the review, analysis and definition of operational problems and suggested solutions to enhance internal management and coordination of resources.


• Supporting development and maintenance of documentation and procedures.


• Monitoring adherence to Florida PALM standards and procedures, including those required by rules, regulations, or law.


• Analyzing Florida PALM performance using defined measures and benchmarks.


• Supporting the development, management, and reporting of monthly, yearly, and life-to-date financial documentation including Spend Plan(s), Legislative Budget Requests, and Quarterly Budget Amendments.


• Supporting the review of Florida PALM procurement or solicitation documents.


• Reviewing current, new and proposed changes to existing state and federal statutes, rules, and regulations to assist in the determination of impacts to Florida PALM.


• Supporting the review of Change Requests, Risks, Action Items, Issues, Decisions, and Lessons Learned.
