Job Description - Project Manager

Salary: Starting at $95,000+ (depending on experience)



Job Summary:


Plans, directs, and coordinates the implementation of affordable housing and real estate development projects in a regulated environment. Engages Alaska Native communities in cooperative and culturally relevant dialogue to determine appropriate project direction. Consults Construction Superintendent on selection of robust, economical and feasible building design for Arctic conditions. Directs and oversees general administration of TNHA's construction activities, including program development,  and/or force account crews. Ensure that technical specifications are followed and that work is proceeding within schedule and budget.



Essential Duties and Responsibilities:



  • Develops a cost-effective plan and schedule for completion of construction, modernization, or rehabilitation projects following a logical construction pattern and phases of resource utilization.

  • Manages all phases of development, including initial feasibility analysis, pro formas, design development, identification of necessary financing, procurement, and contracting.

  • Efficiently manages all tasks necessary to advance the real estate development process, including community design meetings, submission of permit applications, attendance at public hearings, and ongoing coordination of the project design and construction team.

  • Ensures construction drawings adhere to TNHA specifications, applicable codes, and engineering stamps.

  • Initiates and oversees completion of comprehensive Environmental Review Records (ERRs) in consultation with Tribal Leaders, consultants, and governmental agencies as necessary.

  • Prepares narratives and budgets for TNHA projects, grant applications, and annual grant compliance.

  • Coordinates with Ilisagvik College and other external partners to build local workforce capacity in the construction trades; facilitiates project-based hire of village residents as needed.

  • Performs site inspections and due diligence, evaluating opportunities and risks.

  • Maintains adequate system of electronic control over project activities to ensure assets are protected in accordance with program requirements, including maintenance of all records.

  • Assists COO and Construction Superintendent with department staffing needs, capacity planning, and operational budgets.

  • Observes TNHA safety rules and regulations, policies and procedures.

  • Performs other duties as assigned.



Knowledge, Skills, and Qualifications:

  • Bachelor's degree in Construction Management, Construction Science, Civil Engineering, Architecture, or a related field. (A minimum of six (6) years in construction- or engineering-related fields with thorough knowledge of project management, materials, costs, and quality assurance/quality control procedures may be substituted for formal education.)

  • Five (5) years or more of experience in supervising projects of increasing complexity.

  • Ability to work under pressure and coordinate multiple concurrent activities and groups in an atmosphere of frequent interruptions and potentially shifting priorities.

  • Problem-solving, critical thinking, and analytical skills.

  • Computer proficiency and familiarity with multiple software applications.

  • Flexibility in days and hours available for work, including weekends.

  • Ability to read drawings, blueprints, and specifications.

  • Excellent oral and written communication skills.

  • Comfortable traveling by small aircraft to outlying Arctic Slope villages.

  • Valid Alaska Driver's License that meets TNHA insurance criteria.



Preferred:



  • Alaskan Native/American Indian (member of a federally recognized tribe).

  • Ability to read, write, speak, and/or understand conversational Inupiaq.

  • Experience working among Indigenous cultures and/or in remote rural communities.

  • Extensive affordable housing program and aligned grant experience.

  • Certified Project Management Professional (PMP).

  • Alaska Residential Contractor Endorsement.

  • Knowledge of building science, particularly air-tightness testing protocols.

  • Knowledge of Arctic residential construction methods.



Physical Demands: The work environment is a typical office setting with standard lighting and temperature conditions. The noise level is generally low to moderate.



Work Environment: The work environment is both indoor and outdoor settings, and exposed to cold weather conditions. It may involve travel by small aircraft, working around heavy machinery, and in areas with varying noise levels.
